PBC HIV CARE Council Committees 2025-2026 The CARE Council's Standing Committees include: (A) Executive Committee (B) Planning Committee (C) Priorities and Allocations Committee (D) Community Engagement Committee (E) Quality Management, Evaluation, and Local Pharmaceutical Assistance Program Committee (F) Housing Committee The CARE Council's Ad hoc Committees may include: (A) Bylaws Ad hoc Committee (B) Grievance Ad hoc Committee (C) Ad Hoc Health Access Committee Executive Committee: Consists of the Chair, Vice Chair, Treasurer, Secretary, and Chair of each Standing Committee. At least one committee member with HIV must be present to constitute a quorum. May be convened to take action on time-sensitive issues relating to prioritization or allocation of funds. Duties include oversight of the grant application process, contracting processes, and implementation of CARE Council policy. Priorities and Allocations Committee: Establishes a list of services appropriate and necessary to enhance medical condition and improve quality of life for persons living with HIV/AIDS in Palm Beach County. Establishes priorities for services and allocates available funding. Works closely with current funding streams to redirect underspent funds to service categories most in need. Planning Committee: Charged with overall development of major planning activities. Develops the Palm Beach Integrated HIV Prevention and Patient Care Plan in collaboration with other planning/funding entities. Develops a Needs Assessment as outlined in HIV/AIDS Bureau publications. Community Engagement Committee: Responsible for conducting outreach to HIV/AIDS service consumers, providers and organizations. Plans, attends and participates in community events and activities. Develops and implements strategies for recruiting new CARE Council members reflective of the HIV/AIDS epidemic in Palm Beach County. Acts as an informal caucus for consumer issues. Helps identify ways to reach People Living with HIV/AIDS communities, including minority and special populations. Provides ongoing link with community. Interviews prospective members. Trains new and existing members. Ensures membership compliance with grant requirements and monitors attendance. Quality Management, Evaluation, and Local Pharmaceutical Assistance Program Committee (QMELPAPC): Ensures HIV funded agencies participating in the Coordinated Services Network comply with standards of care. Receives and evaluates quality performance measures. Provides feedback regarding health outcome measures and quality improvement projects. Develops and maintains service delivery standards for Ryan White Part A service categories. Compiles written formula and procedures to add or remove medications. Ensures system of care meets LPAP requirements and local Standards of Care. Provides input on statement of need submitted with annual Ryan White grant application. Housing Committee: Determines priorities and makes funding and policy recommendations regarding use of housing funds. Makes planning efforts to address housing-related services. Engages key policy makers and stakeholders from public and private sectors. Acts as forum for people with HIV who have experienced or are experiencing homelessness/housing instability. The Palm Beach County HIV CARE Council has eight standing committees, each establishing a meeting schedule ranging from 6-12 meetings per year. Committee membership is not limited to CARE Council members. Committee Descriptions: - Community Awareness: Conducts outreach to HIV/AIDS service consumers, serves as informal liaison for consumer issues, identifies ways to reach people living with HIV/AIDS, shares ideas for engagement. - Executive: Limited to CARE Council Executive members, oversees grant application process and policy implementation. - Local Pharmaceutical Assistance Program: Works to ensure people living with HIV/AIDS receive necessary medication, compiles covered medications list, ensures compliance with standards. - Membership: Limited to CARE Council members, identifies and recruits members, trains new members, ensures membership reflects the HIV/AIDS epidemic. - Quality Management & Evaluation Committee: Ensures HIV funded agencies comply with standards, establishes Standards of Care for RW Part A services. - Planning: Develops planning activities, works with other planning entities, develops Needs Assessment, contributes to Integrated Planning. - Priorities and Allocation: Uses data to establish service lists, prioritizes services, allocates funding appropriately. - LGBTQ Health Equity Committee: Creates platform for LGBTQ individuals to voice issues and barriers, conducts community outreach, identifies barriers to care linkages, works with Planning Committee on Integrated Plan development.
