Community Grant ProgramFrederick County Parks and Recreation, through its Parks and Recreation Commission (FCPRC) established a grant program for eligible non-profit and not for profit community organizations to enhance recreation opportunities for Frederick County residents.Eligible OrganizationsThe following organizations are eligible:Homeowners' Associations:They have covenants and bylaws. Established during the subdivision process and have the power to assess and collect fees from all property owners for maintenance and capital improvements to the common areas. Membership is mandatory for the lot owners.Civic / Community / Service Organizations:Represent the residents of a neighborhood or area. Primarily formed to promote the interests of the community and may be responsible for maintenance and capital improvements for selected areas of the community.Athletic Associations:Represent a loosely defined geographic area in Frederick County.The primary goal is to provide athletic programs for its members.Membership is voluntary and dues and participation fees are assessed according to adopted by-laws. Recreation Councils:Frederick County residents interested in promoting recreation opportunities in a specific area of the county or a special interest category.Recreation Councils are recognized as providing complementary Recreation and Park opportunities for Frederick County Residents.General informationGrants are for new or improved playgrounds, small structures (example: pavilions) or other recreational amenities by the organization. Funding is not permitted on Federal, State or Municipal land).Funds will be distributed prior to project construction and can be applied towards:Cost of MaterialsCost of EquipmentContracted LaborProjects must be completed and reports submitted no later than June 30th of the second fiscal year following the awardApplication CriteriaApplications are evaluated by a sub-committee of the FCPRC according to the following criteria:CriteriaMaximum ScoreRecreational and Community Value35Project and Planning25Local Contribution25Site Plan / Master Plan15Total Score100 Project Qualification QuestionnaireComplete the Project Qualification Questionnaire to determine project eligibility for Community Grant funding.
