DeFuniak Springs Road Improvement Plan 2027-2031
DeFuniak Springs is moving forward with a comprehensive five-year action plan to improve its 83 miles of bituminous roadways. The plan, spanning from 2027 to 2031, aims to transition the city's approach to road maintenance from reactive to proactive, ensuring long-term infrastructure health.
A recent pavement evaluation, conducted by Three Notch Group and First Step Pavement Management, provided the foundation for this strategic initiative. The assessment revealed the city's road network currently holds a weighted Pavement Condition Index (PCI) of 83.1, classifying its overall condition as "Satisfactory."
The evaluation utilized a visual inspection method based on the ASTM D6433 PCI standard. Field data, including high-definition geolocated video, identified various distresses across the road network. These included raveling, bleeding, fatigue cracking, longitudinal cracking, block/transverse cracking, edge cracking, potholes, pumping, faulting, corner breaks, and general surface deterioration.
The new program strategy emphasizes keeping "good" pavements in good condition. This proactive approach contrasts with a "worst-first" method, which often leads to higher repair costs in the long run. The five-year action plan groups projects by quadrant and priority, allowing for efficient resource allocation.
Recommended maintenance treatments vary based on road condition. High-PCI roads will receive routine crack and joint sealing. Segments with significant deterioration will undergo full reconstruction. The city also received advice to implement in-house preventative maintenance. This will improve cost-effectiveness and responsiveness for future road care.
