Park County-Held Tax Lien Certificates

Park County-Held Tax Lien Certificates County Held Liens See Assessor's website "Search Property Data" for additional property information including legal. See Treasurer's website "Property Search and CTD's" for current balance due plus an additional $4 assignment fee will be added. Call Treasurer's office at 719-836-4239 if interested in purchasing the county held lien. Tax Lien Certificates Tax lien certificates are available to anyone who may wish to purchase them, except Park County Government employees or their families. Most tax liens are sold at the yearly tax lien sale. Those not sold are then held by the County for purchase. Purchasing tax lien certificates is a "buyer beware" proposition, we strongly advise that you conduct due diligence in researching a certificate before having it assigned to you. Please research legal descriptions using maps and records available through the Assessor's Office. You may also want to go to the property and see for yourself before making a decision. Understand that you are holding a tax lien certificate; this does not give you any legal rights to the encumbered property. In order to purchase a County-held tax lien certificate, you must pay the county the value of the certificate plus a $4 assignment fee. Payments Must Be Made by Cash and/or Certified Funds. You will be required to fill out a W-9 form. Certificates are eligible for a Treasurer's Deed application after the lien has remained active for 3 years from the date of the original sale date. There is a deed application fee of $1000. The process usually takes approximately 7-9 months depending upon research time. To purchase a County-held tax lien certificate, contact the Treasurer's office at 719-836-4202.

Economic and Workforce Development

Economic Development Part 1 - Opportunity Assessment - Spring 2024 The Colorado State University Business School, in partnership with Park County Extension, conducted a comprehensive, county-wide Opportunity Assessment for Park County this spring. In March, the team met with residents, business leaders, community organizations and others in Bailey, Fairplay/Alma, Lake George and Guffey. In April, the team returned to Park County to host roundtables in Fairplay and Lake George. Finally, the team presented the results to the Board of County Commissioners and general public on May 7, 2024. Part 2 - Fall 2024 Building on the Spring student efforts, the fall semester student cohort focused on four key areas of economic development opportunities in Park County, including: Tourism, Land Use Code, Signage, and Mentoring Opportunities for Park County. Property Tax Exemptions for Disabled Veterans/Surviving Spouses, Gold Star Spouses & Senior Citizens

Disabled Veterans Property Tax Exemption Basic Qualifications Each of the following statements must be true to qualify: - The applicant must be a veteran who sustained a service-connected disability while serving on active duty in the Armed Forces of the United States. This includes members of the National Guard and Reserves who sustained their injuries during a period in which they were called to active duty. - The applicant must be an honorably-discharged veteran. - The United States Department of Veterans Affairs has rated the applicant's service-connected disability as 100% permanent and total. - The applicant must be the owner of record and must have been the owner of record since January 1 of the current year. Exemptions to Basic Qualifications The applicant may still qualify if one or more of the following statements are true: - Ownership is in the spouse's name, and the spouse also occupies the property. - Ownership has been transferred to or purchased by a trust, corporate partnership or other legal entity solely for estate planning purposes. - The qualifying disabled veteran or his/her spouse was, or is, confined to a health care facility. - The applicant was forced to move when the prior residence was condemned in an eminent domain proceeding. How to Apply To apply, you must first read the instructions then file a completed application with the Colorado Division of Veterans Affairs, postmarked no later than July 1. Reappraisal and Appeal Process

Reappraisal and Appeal Process Odd-numbered years are re-appraisal years in the State of Colorado. Appraisals of property for property tax assessment purposes in Colorado will be updated to a new level of value in 2025. All real property is reviewed and new values are established for ad valorem taxation purposes. All Colorado County Assessors are required by law to perform analyses of local market conditions, and adjust their appraisals accordingly. The new level of value is based on the analysis of sales data (market approach) and the consideration of the cost and income approach for vacant land and commercial. In addition to review by individual taxpayers and the County Board of Equalization, the Assessor's values are subject to annual audit by the General Assembly's Legislative Council. This process ensures distribution of the property tax burden, fairly, uniformly, and as prescribed by law. Assessor's office staff have been conducting physical inspections, verifying terms of sales, rental rate inquiries, and other duties to identify changes in the status of individual properties. The staff has also measured value changes by property type, within each economic region. We ask your cooperation in acquiring accurate real estate data used in our analysis, especially accurate reporting on the TD 1000 (transfer declaration). Each staff appraiser is a qualified professional and licensed appraiser by the state of Colorado. Our credentials vary from certified residential, licensed residential and Ad Valorem appraisers. We are striving to provide an answer to the same question, what is a property worth as of June 30, 2024, based on its condition and use on January 1, 2025. Notices of Valuation will be mailed to all property owners on or before May 1, 2025. The notice will contain the prior actual value, the current actual value, and the net change. The notice will also state the applicable rate of assessment and your rights to request a review of our appraisal. The Colorado General Assembly sets the assessment rate. The Assessor's Office has no control over tax rates. Mill levies are set each year by taxing authorities. The mill levy is the total percentage of each tax bill going to schools, fire districts, water and sanitation districts, library districts, governmental agencies, and other special districts that provide services to the area in which your property is located. Each tax district is different. Once the mill rates have been determined, and the Assessor's Appraisal Staff has updated the property records, the data gathered is analyzed and an estimate of value for each parcel in Park County is assigned. An Abstract of Assessment is produced outlining the total assessed value of each category of property and each use within those categories. The Assessor does not determine property tax amounts, but we provide an estimate of probable 2025/2026 property tax amounts (payable in 2027). If voters approve new debt or increase tax rates in November, the estimates may understate actual tax amounts. The telephone number listed below is a special telephone number that is only available during the appeal process for Real Property May 1 – June 8 of each year and for Personal Property from June 15 - June 30. This allows a voice mail option, if you wish to leave a message. We will return your calls as soon as is possible. If you wish to file an appeal, you can do so by using the search portion of our website to locate your property and then going to appeal. Please fill out the form as complete as possible and provided back up documentation. Remember the statutory period to appeal the Assessor's valuation is May 1 through June 8.
