Cape Coral Teen Charged With Sexual Battery, Extortion

Cape Coral Police arrested 19-year-old Luis Serrano Arcila on charges of sexual battery and extortion following an investigation into an incident from April 2024.

A 17-year-old girl reported to her parents on April 10, 2025, that Serrano Arcila sexually assaulted her the previous year in a Southwest Cape Coral shopping plaza parking lot. Her parents contacted law enforcement immediately.

Detectives found that the girl met Serrano Arcila through Snapchat. Serrano Arcila, who attended Estero High School at the time, requested sexually explicit photographs from her during their online communications. When she declined to meet him in person, he threatened to release the photos.

The girl agreed to meet him at the shopping plaza parking lot, believing the public location would be safe. After she arrived, Serrano Arcila forced her into her vehicle and sexually assaulted her despite her repeated objections. He stopped only when he believed someone in a nearby vehicle had contacted police.

Police charged Serrano Arcila with sexual battery and extortion, both second-degree felonies.

The Cape Coral Police Department Special Victims Unit encourages victims of sexual violence to report incidents regardless of when they occurred.
