Testing to Become A Contractor

Santa Rosa County sponsors individuals interested in becoming locally licensed (registered) construction contractors. This type of license would only be recognized in Santa Rosa County for permitting and construction. Other counties or jurisdictions may recognize this license, but you would have to inquire with those offices. Without a sponsor you are unable to test or apply to the State for this type of licensure. To begin the process, you are required to pass two examinations, one for your trade and one for financial knowledge called Business and Law. The cost of sponsorship is $50.00 per test. To proceed, please submit the online Testing Sponsorship Application. When you visit the site to apply online, you will need to first create a free account for My Government Online. Sponsorship Application Requirements: - A valid driver's license or government issued ID - Payment info - you can use the payment authorization form or send a check We will establish your account with our testing partner, ProV, once we've received the required information. For more information on the testing agency, ProV, please visit the website below. This site also has bulletins available that outline the reference materials allowed in the testing center for the exam you wish to take. Please note that Santa Rosa County does not issue competency cards for all exams listed. The minimum score required on both tests to advance to the next phase of licensure is 75%. As a testing candidate, you can take the tests as many times as necessary to obtain the scores needed. The testing agency, however, will charge a fee for each test taken. All testing is now computer based. There are options to test from either a personal location or local college available. That information can be found on the testing vouchers sent to you by email once your registration has been processed by our office. Should you register with a different county for testing you must complete the licensing process with that county before applying with Santa Rosa County. Once you've passed your tests you will proceed on to the vetting process with the State licensing division. If you are applying for an electrical trade, your licensing division is the DBPR Electrical Contractors' Licensing Board (ECLB). If you are applying for any of the other trades, your licensing division is the DBPR Construction Industry Licensing Board (CILB). For information on what the State requirements are to become a registered contractor, please use the relevant links and click on "Apply for a License." State certified licenses are issued by the Department of Business and Professional Regulation through the Construction Industry Licensing Board. Testing through the state is a different process. State certified contractors can work statewide.

Contractor Licensing

The purpose of the Licensing Division is to ensure that contractors are properly licensed and registered for specific trades in Santa Rosa County. In Florida, it is unlawful to provide contractor and construction services without the proper license. The Florida contractor license process is governed by the Construction Industry Licensing Board (CILB) within the Department of Business And Professional Regulation (DBPR). They provide applications for both certified licenses that enable statewide contracting as well as registered licenses that are limited to particular cities or counties. Santa Rosa County offers testing sponsorship for contractors who wish to become registered for specific trades.

Floodplain Management

Floodplain management assists customers in meeting the requirements of the Santa Rosa County Land Development Code and the National Flood Insurance Program. This office is the archive for all the flood information for the county, and the other local jurisdictions, including flood insurance rate maps, elevation certificates, letters of map amendment and flood insurance studies. This office is also responsible for the Community Rating System or CRS information. CRS is a voluntary program which based on activities performed determines a discount from 5% to 40% on flood insurance rates. This office assists the special projects and grants department with Mitigation of flood prone structures. The following information can be obtained from our office by emailing our floodplain manager: - Assistance with Letters of Map Amendment - Copies of Elevation Certificates - Copies of Flood Insurance Rate Maps - Flood Map Determinations - Grandfathering Assistance - Requirements for Construction in a Special Flood Hazard Area - Substantial Damage Determinations Santa Rosa County has partnered with Forerunner, a floodplain management platform that delivers actionable, property-level flood risk information that will enhance compliance, outreach and floodplain management efforts for the entirety of Santa Rosa's more than 200,000 resident community. The partnership includes a new flood risk portal that makes it easier for Santa Rosa County residents, real estate and insurance professionals, developers and others to seamlessly access flood risk information for individual properties. Making it particularly easier for the county while it continues to undergo increasing residential and commercial development as they'll be able to utilize Forerunner as a document management system that will make handling the consistent influx of permits significantly easier. Dumping is Prohibited: Dumping is a violation of Santa Rosa County Ordinance 06-26. Do not dump or throw anything into the ditches, streams, creeks, or rivers. Even grass clippings and branches can accumulate and plug channels, creeks and streams. A blocked channel cannot carry water and when it rains the water has to go somewhere. Every piece of trash contributes to flooding. Keeping Ditches Clean: If your property is next to a ditch or stream, please do your part and keep the banks clear of brush and debris. Santa Rosa County has a maintenance program which can help remove major blockages such as debris in ditches. Please call 626-0191 or fill out a work order online.

Doggy Day Out Program

"Doggy Day Outs help shelter dogs by giving them a break from the shelter environment. The outings reduce stress, make the dogs happy and help them meet potential adopters in the community. The time spent out of the shelter helps us learn more about their personality so we can make better adoption matches. Doggy Day Outs can include a trip to the beach, a hike or even a meal at a pet-friendly restaurant! To register, complete a Doggy Day Out application or call the shelter at 850-983-4680. Things to Consider: 1. Be prepared for anything. Remember, we don't know what many of these dogs have been through. We don't know their past, how they have been treated, how their living situation once was, and most importantly, we don't know their true personality. All we do know is what we see here at our facility and what little (if any) information their previous caretaker provided. We try our very best to match you with a dog that we think will do well with you, but your dog may have a very different personality once they are comfortable. 2. Ready your car with the appropriate amount of space for the dog. Depending on the dog, you may need enough space for a size appropriate crate, a friend to help contain the dog to the back seat, or a barrier to avoid the dog from getting to the driver and passenger's seat. For their safety, they may not ride in the back of a pickup truck or in a convertible. 3. Please plan to leave your own dog at home! The goal of our day trips is to give the dog a break from the shelter and some one on one time with humans. Although most of our shelter dogs do well with other dogs and enjoy doggie playtime, we prefer these field trips be geared towards interacting with humans and not with other dogs. Santa Rosa County Animal Services is not liable for the treatment or cost of vet bills incurred for your own pets at your private veterinarian. If you do choose to go to your home, please make accommodations to separate the shelter pet from your own animals. 4. If you plan to take your dog home, please check your fence line and property for holes, loose planks, poisonous plants, foxtails, and dangerous household items. You will be provided a pamphlet upon arrival to help identify some of these dangers. Even if you have/had a dog that has never gotten loose, please don't assume that your property is secure. We don't know the history of most of the dogs we place and the majority of them were strays. Santa Rosa County Animal Services will provide you with a leash, collar, ID tag, poop bags, water bottle, water bowl, and crate if needed. If any additional items are needed, please make a request when you pick up your animal."
