Patrick Morrisey and Secretary of Tourism Kayla Kessinger today unveiled ‘Mountain Moves’ at Oak Hill Middle School on Monday, a new educational board game designed to engage eighth-grade students in West Virginia history, tourism and career opportunities. “West Virginia has an incredible story to tell, and our students are the next chapter of that story,” said Governor Morrisey. “Mountain Moves gives students a fun, interactive way to learn about the history, communities and attractions that make our state special while also introducing them to the many career opportunities available right here in West Virginia.” At Oak Hill Middle School, Governor Morrisey presented copies to three West Virginia teachers who teach history. In the coming months, the game will be shipped out to West Virginia history teachers across the state. Inspired by the classic Game of Life, ‘Mountain Moves’ is a two to six player game that combines trivia, strategy and career exploration. Players are assigned careers connected to the tourism industry and advance through the game by answering questions about West Virginia history and tourism. During the event, Morrisey also challenged students with trivia questions featured in Mountain Moves and asked them to share what they hope to be when they grow up. The governor highlighted his administration’s Tourism Works program, a microcredentialing program that helps connect students with career pathways and opportunities in tourism and hospitality, industries facing significant workforce needs across the state. WVDOT announces first major construction phase for the I-64 Fort Hill Bridge rehabilitation project

WVDOT announces first major construction phase for the I-64 Fort Hill Bridge rehabilitation project October 5, 2026 CHARLESTON, WV – Work is scheduled to begin Tuesday, October 6, 2026, on crossovers to prepare for January 2027 lane closures on the Interstate 64 Fort Hill Truss Bridge rehabilitation project. Built in 1975, the iconic I-64 Fort Hill Bridge, also known as the Eugene A. Carter Memorial Bridge, carries nearly 100,000 vehicles over the Kanawha River daily. This important link serves not only as a major east-west corridor to move interstate traffic from Missouri to Virginia, but also supports daily commuters traveling into and out of the capital city of Charleston. “The WVDOT considers the I-64 Fort Hill Bridge Rehabilitation Project the top priority for the Charleston area and is working closely with our project partners to minimize the impact to the traveling public while also providing a safe work zone for the contractor,” said state Transportation Secretary Todd Rumbaugh. “The Fort Hill Bridge is one of the most heavily traveled structures in West Virginia, and this project is critical to preserving it for future generations,” Rumbaugh said. “Throughout construction, our focus will be on maintaining safety and minimizing disruptions for the thousands of motorists who rely on this bridge every day.” Why Are Crossovers Needed? Two crossovers will be constructed: one between the Montrose Drive and Oakwood Road interchanges, and a second between the Lee Street and Bigley Avenue interchanges. These crossovers are necessary to allow traffic to switch to one side of the bridge during major rehabilitation activities. Crossover construction will be performed at night and on weekends using lane closures in the fast lane. This work includes removal of the existing concrete barriers, pavement patching, and placement of temporary barriers. Project Phasing will be an Important Part of the Construction Schedule In June, Triton Construction Inc. was awarded a contract for $74,500,000 to replace the deck on the 51-year-old bridge. Early next year, Triton plans to move all traffic to the eastbound lanes of the bridge to replace the deck on the westbound side. Once completed, traffic will be moved to the westbound lanes to replace the eastbound half of the span. All construction activity is being carefully planned and coordinated to minimize traffic impacts to the public. Motorists are encouraged to plan ahead, follow posted work zone guidance, and allow additional travel time when passing through active construction areas. All work is expected to be complete by the spring of 2028. The West Virginia Department of Transportation (WVDOT) has resources available to help motorists stay informed and plan their drive during construction. Governor Morrisey Secures Extension for Federal Disaster Assistance Following July Flooding | WV Office of the Governor Patrick Morrisey An Official West Virginia Government Website State Agency Directory | Online Services | Phone Directory Governor Morrisey Secures Extension for Federal Disaster Assistance Following July Flooding October 2, 2026 CHARLESTON, W.Va. - Governor Patrick Morrisey announced today that the Federal Emergency Management Agency (FEMA) has approved his request to extend the deadline for West Virginians impacted by the July flooding to apply for federal disaster assistance. “West Virginians impacted by these floods have been through a lot, and we want to make sure everyone eligible has the opportunity to get the help they need,” said Governor Morrisey. “I thank FEMA for approving our request and giving families additional time to apply as we continue working with these communities through the recovery process.” Governor Morrisey submitted the request on September 27 for a two-week extension of the application deadline. The new deadline to apply for federal disaster assistance is October 17, 2026. Individuals and families in Lewis, Pleasants, Ritchie, and Upshur counties who were affected by the July flooding may be eligible for federal disaster assistance. Residents can apply online at DisasterAssistance.gov, through the FEMA App, by calling the FEMA Helpline at 800-621-3362, or by visiting a Disaster Recovery Center. The FEMA Helpline provides assistance in multiple languages. Disaster Recovery Centers in Lewis and Upshur counties will remain open through October 17 to provide in-person assistance. Centers are open Monday through Friday from 9 a.m. to 5 p.m. and Saturday from 10 a.m. to 3 p.m. at the Upshur County Development Authority and the former Summit Center in Weston. The Division monitors maintenance operations to ensure statewide uniformity. The Division establishes long-range maintenance goals and recommends allocation levels to accomplish these goals. The Division also liaises between field maintenance organizations and central office organizations, coordinates intra-district maintenance operations, assists field maintenance organizations during emergencies, and coordinates building and grounds activities statewide. The Division oversees and manages Bridge and Tunnel maintenance and inspection. The Division is the home of the State’s central office arm of the federally required Bridge Inspection and Tunnel Inspection Programs. The management, Quality Control and Quality Assurance, and the State’s Special Inspection team comprise the Inspection Group. The Division also houses the Evaluation and Permit Section, a Bridge Preservation Unit, and a Special Bridge repair projects Section. The Division oversees and manages statewide contracts for numerous commonly utilized bridge repair and maintenance items supplies. The Bridge Preservation Section is responsible for developing contract plans for Clean and Paint bridge projects, including full clean and paints and minor bridge rehabs and repairs. Statewide Transportation Improvement Program The Statewide Transportation Improvement Program (STIP) is a federally required document that provides the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) a listing of all projects that are candidates for federal-aid or regionally significant projects that are not using federal-aid. This capital improvement plan is fiscally constrained and covers a six year period. Federal agencies are mainly concerned with the first four years of this document; the final two years are for informational purposes. West Virginia Joins 44-State, $2.3 Million Settlement with Labcorp Over Data Breach

West Virginia Joins 44-State, $2.3 Million Settlement with Labcorp Over Data Breach September 24, 2026 Attorney General JB McCuskey announced that West Virginia, as part of a coalition of 44 attorneys general, has reached a $2.3 million multistate settlement with the Laboratory Corporation of America (“Labcorp”). The settlement resolves the investigation into the 2019 data breach at Labcorp’s debt collector, Retrieval-Masters Creditors Bureau d/b/a American Medical Collection Agency (“AMCA”). The breach potentially exposed the personal information of more than 27.5 million people nationwide, including 10.2 million Labcorp patients, impacting more than 145,000 consumers in West Virginia. Although the breach occurred at AMCA, the data belonged to Labcorp’s patients. Companies may contract with vendors freely, but data security is a non-delegable duty. HIPAA-covered entities must protect personal and health information and oversee the vendors entrusted with it. “One of the biggest responsibilities companies have—especially companies that have access to our personal identifiable information—is to keep that information secure. Labcorp and the AMCA did not live up to the trust we put in them. By holding them accountable, we are putting all companies on notice: they must keep patients’ and clients’ personal information secure,” Attorney General McCuskey said. The settlement requires Labcorp to strengthen vendor management, particularly for medical debt collectors, by: Enhancing its incident response plan to include internal reporting of vendor security events; Minimizing data shared with vendors while accounting for debt collectors’ legal obligations; Expanding its vendor risk management program with a dedicated team, evaluation tools, and compliance verification; Adding debt collector-specific requirements, including contract inventories, contractually enforced cybersecurity standards, data segmentation, audits, and termination rights for non-compliance; and Hiring a third-party assessor to review its information security, with a focus on vendor risk. Labcorp will pay $2,287,455 to the states, of which $34,023 is payable to West Virginia. The settlement supplements the 2021 multistate settlement with AMCA, which included a $21 million suspended payment due to the company’s bankruptcy. Separately, Labcorp agreed to a $35 million settlement in the related class action lawsuit. The Attorneys General of Connecticut, Florida, Indiana, Illinois, Michigan, and Texas led the investigation, assisted by the Executive Committee of the Attorneys General of West Virginia, Maryland, Massachusetts, New York, North Carolina, and Tennessee. Governor Morrisey Celebrates West Virginia Pumpkin Festival in Milton, Issues Grant for Green Acres Regional Center | WV Office of the Governor Patrick Morrisey An Official West Virginia Government Website State Agency Directory | Online Services | Phone Directory Governor Morrisey Celebrates West Virginia Pumpkin Festival in Milton, Issues Grant for Green Acres Regional Center October 1, 2026 MILTON, W.Va. - Governor Patrick Morrisey today joined West Virginians at the 41st annual West Virginia Pumpkin Festival in Milton, celebrating one of the state’s signature fall traditions and highlighting the important role community events play in West Virginia’s growing tourism economy. “For more than 40 years, the West Virginia Pumpkin Festival has brought families together to celebrate our farmers, our traditions, and everything that makes fall in West Virginia special,” said Governor Morrisey. “People want to experience our mountains and rivers, but they also want to visit our small towns and experience what makes our communities special. Events like this give people another reason to come to West Virginia, support local businesses, and discover everything our state has to offer.” The West Virginia Pumpkin Festival began in 1986 as a way to help area farmers raise and sell pumpkins and has grown into a four-day celebration featuring giant pumpkins, Appalachian crafts, live music, traditional demonstrations, local vendors, and activities for families and students. This year’s theme, “Stars and Stripes and Pumpkin Delights,” continues the patriotic spirit West Virginians displayed during the state’s America250 celebrations earlier this year. Governor Morrisey traveled across the state leading up to and throughout Independence Day as communities came together for parades, ceremonies, concerts, and other events celebrating America’s 250th birthday. The Governor’s visit comes as West Virginia continues to post record tourism numbers. In 2025, nearly 80 million people visited the state, generating $6.8 billion in visitor spending, a record $9.4 billion in economic impact, and supporting more than 61,000 jobs across West Virginia. Tourism growth is part of West Virginia’s broader economic comeback. Since October 2025, the state has announced approximately $96 billion in private-sector investment and more than 19,000 projected jobs. Governor Morrisey also recognized Green Acres Regional Center and LeSage Natural, which is supplying water for this year’s event. Green Acres was recently a recipient of a $300,000 award through the Governor’s Contingency Fund to support critical capital improvements, expand operations, and help preserve employment opportunities as the organization navigates the loss of county levy funding. “Green Acres shows us that economic development and helping our fellow West Virginians can go hand in hand,” said Governor Morrisey. “They are creating jobs, giving people an opportunity to contribute and build greater independence, and producing a West Virginia product that serves thousands of customers. We were proud to invest in their mission, and I’m proud to recognize the men and women behind their success here today.” The West Virginia Pumpkin Festival runs October 1-4 at the West Virginia Pumpkin Park in Milton.
