If you are a first time user, you will need to register as a system user to request access. If you wish to become licensed in Oregon, you will need to do the following before submitting your application: Motor Vehicle and Aircraft Fuel Dealer Register your business entity with the Oregon Secretary of State, Corporation Division. You will need your registry number. Out of state businesses must obtain an Oregon Registered Agent. They accept legal documents and file on your behalf. See the Oregon registered agent site for more information. Secure a surety bond, or deposit in lieu of bond. Bond amount is twice your estimated monthly tax or $250,000, whichever is less. A list of current and previous fuel tax licenses in other states/provinces. A list of corporate officers, LLC members/managers or other principal officers of the business entity. Detail of fuel activity in Oregon. A list of suppliers of your fuel. Use Fuel Seller Register your business entity with the Oregon Secretary of State, Corporation Division. You will need your registry number. Out of state businesses must obtain an Oregon Registered Agent. They accept legal documents and file on your behalf. See the Oregon registered agent site for more information. Secure a surety bond, or deposit in lieu of bond. Amount is twice your estimated monthly tax but not less than $100. If no reliable data is available the bond or deposit should be obtained in the amount of $1,000. A list of corporate officers, LLC members/managers or other principal officers of the business entity. Detail of fuel activity in Oregon, including storage facilities. A list of suppliers of your fuel. Date of first sale of fuel in Oregon. Use Fuel User Register your business entity with the Oregon Secretary of State, Corporation Division. You will need your registry number. Out of state businesses must obtain an Oregon Registered Agent. They accept legal documents and file on your behalf. See the Oregon registered agent site for more information. Secure a surety bond, or deposit in lieu of bond. Amount is twice your estimated monthly tax but not less than $100. If no reliable data is available the bond or deposit should be obtained in the amount of $100. A list of corporate officers, LLC members/managers or other principal officers of the business entity. Forms: Power of Attorney Exemption Certificate Reporting: Oregon Administrative Rules 735-170-0020 requires to file and pay through the Online Fuels Tax System for more than 100 transactions. If you have over 2,000 transactions, it is required file via XML format. For questions regarding XML please contact us at (888) 753-2525. There are two options for reporting if you have under 2,000 transactions; manual entry and Excel upload. To make things more convenient we have created templates for Excel uploads. We recommend this option if you have 30 to 2,000 transactions. Our tutorial page displays how to fill out the templates and upload them into the system. Templates: Use Fuel User Worksheets Use Fuel Seller Transaction Template Motor Vehicle Fuel and Aircraft Fuel Transaction Template Emblem renewal and refunds are now done through the Online Fuel Tax System. Please register or log in to apply. Payment Methods: We use U.S. Bank to host the online payments using their E-Payment Service. This allows customers to make payments without transmitting confidential information. It is an ACH debit system that allows one-time or recurring payments set up by you. This system provides convenient, safe and secure methods for paying your taxes.

Indian Tribal Exemption
For an Indian tribe to be eligible for the tax exemption, the Indian tribe must: Impose a tax on the distribution of motor vehicle fuel at the same rate as the license tax imposed under Oregon Revised Statutes 319.020 (1) (b). Effective January 1, 2024, that rate is $0.40 per gallon. Spend the revenue from the tax imposed solely for uses that are consistent with the requirements of Article IX, section 3a of the Oregon Constitution; and Certify annually to the Department that the Indian tribe complies with these requirements. For an Indian tribe to certify their compliance, prior to January 1 of each year, the Indian tribe must submit to the Department: A letter, on tribal letterhead, signed by an authorized member; stating that the tribe has imposed a tax on the distribution of motor vehicle fuel at the same rate as the state license tax imposed by ORS 319.020 (1) (b), and that the revenue generated by the tax is used in accordance with Article IX, section 3a, of the Oregon Constitution. A copy of the tribal tax ordinance. A list of service stations operated on the Indian tribe's reservation or trust land. The list must include: The name of the service station operator (Indian tribe, tribal entity, tribal member entity), The physical address of the service station, and Types of fuel sold. If a Motor Vehicle Fuel Dealer sells ex-tax motor vehicle fuel to an Indian tribe, tribal entity or tribal member entity that is not certified by the Department, that Dealer is liable for the tax owed on the sale of the fuel. Motor Vehicle Fuel Dealers will list tax-exempt sales of all fuels to Indian tribes, tribal entities, or tribal member entities on their Motor Vehicle Fuel and Aircraft Fuel Dealer Tax Report, using Schedule 10T. All tax reports must be filed in compliance with ORS 319.020, 319.190, and Oregon Administrative Rules, Chapter 735, Division 170.The ODOT Fuels Tax Group will post and maintain a list of certified Indian tribes, tribal entities, and tribal member entities eligible to purchase tax-exempt motor vehicle fuel below. Tip of the Week - Private Timber Lands
Tip of the Week for September 21, 2026 PRIVATE TIMBER LANDS Those who enjoy traveling the back roads of our private timber lands may have found locked gates or restricted access. This leaves some people to believe private timber companies deny access to their lands simply because they don’t want private citizens on their property. This is not the case. With the exception of active commercial use such as logging or harvest of other forest products, the closures are in reaction to the ever-increasing incidents of offensive littering, abandonment of vehicles, theft of forest products, and acts of criminal mischief. Some common acts of criminal mischief include destruction of property caused by 4X4s and ATVs riding in unapproved areas, destruction of road access gates, and more. Damage and theft detract from the natural beauty of our forests and incurs costs for cleaning, repairing, and removal of vehicles and garbage. These costs are passed onto private timber companies as well as taxpayers in the county. What can each of us do to stop the defacing of our forests and waterways? During your visit and when you leave forest lands and waterways: Read signs posted at entry points into private & public lands – signs include important information including log truck activity. Report criminal acts to law enforcement. Report located dump sites or abandoned vehicles. Stay informed of possible land use restrictions. This information is usually posted at each access. When in doubt about access, contact the landowner or your Lincoln County Sheriff’s office Forest Patrol at (541)-265-4277. Do not discard glass, cans, rubbish, trash, garbage, debris or litter other than in receptacles provided for these items. Report anyone observed hauling trash or debris into our forests. Consider bringing a trash bag or two to pick up trash you observe. Do not discard any glass, cans, rubbish, trash, garbage, debris or litter in any waters of the state. Do not drain, cause, or permit to be drained, sewage or the drainage from a cesspool, septic tank, recreational or camping vehicle waste holding tank or other contaminated source, upon the land of another without permission of the owner, or upon any public way. When target shooting, be sure to pick up brass, targets, and anything else used during your visit. Do not permit any rubbish, trash, garbage, debris or other refuse to be thrown from a vehicle you are operating. Our forestlands, public and private, should be treasured and protected by everyone. Through our efforts, we can strive to regain the trust of the private timber owners. The challenge for each of us is to take pride in where we live and work and clean up our county. As part of AmeriCorps Seniors, its dual purpose is to empower seniors to stay active and engaged while providing critical, nurturing support that improves the academic, social, and emotional development of children and strengthens intergenerational connection. Being a Foster Grandparent Requirements Be age 55 or older Reside in Clackamas, Multnomah, or Washington, Counties Pass a National Service Criminal History Check (including fingerprinting and sex offender registry) Have an interest in working with and supporting children Expectations Complete 20 hours of prerequisite training Volunteer at least 5 hours per week Attend monthly meetings on the first Friday of each month Abide by all program standards while at volunteer stations Benefits Hourly non-taxable stipend through AmeriCorps Seniors* Transportation reimbursement* Meals during volunteer sessions and/or meal reimbursement* Monthly training and support with staff and other volunteers How to apply Ready to become a Foster Grandparent? AmeriCorps Senior FGP stipend is currently $4/hour including approved training time. Volunteer’s annual income typically does not exceed 200% of the HHS Poverty guideline for Oregon. In 2026, the limit is $31,920 for a family unit of one and $43,280 for a family unit of two. The Foster Grandparent Program is a program of Americorps Seniors. Website Sign In Home News Flash Clatsop County Manager Don Bohn Announces 2027 Retirement News Flash Clatsop County Manager Don Bohn Announces 2027 Retirement County Management Posted on September 18, 2026 | Last Updated on September 18, 2026 “Hiring Don Bohn in 2019 was the best decision we ever made as a Board of Commissioners.” — Board Chair Mark Kujala ASTORIA, OR — Clatsop County Manager Don Bohn has announced plans to retire April 2, 2027, concluding seven and a half years as County Manager and 37 years of public service. Bohn’s retirement is expected to be formally acknowledged by the Clatsop County Board of Commissioners at its September 23 meeting. During his time with Clatsop County, Bohn has worked alongside County employees, elected officials and community partners to strengthen the organization, build relationships and maintain effective services for the community. “Hiring Don Bohn in 2019 was the best decision we ever made as a Board of Commissioners,” Board Chair Mark Kujala said. “Don brought three decades of wisdom from Washington County and has guided us with a calm, steady and balanced approach.” In his retirement letter, Bohn reflected on the people who have shaped his time with the County. “I am continually inspired by the public employees and elected officials that daily serve our community with humility, passion and grace,” Bohn wrote in his retirement letter shared with the Board and staff. “I am proud of our work together and the innumerable ways we have fortified the organization and culture, enhanced critical partnerships and consistently provided quality, efficient, effective and relevant services to the community.” Bohn described the County’s accomplishments during his tenure as a collaborative and productive team effort and expressed confidence in the organization’s future. Kujala also credited Bohn with strengthening relationships throughout the region. “Throughout his seven-plus years of service, Don’s commitment to collaboration has built deep, lasting relationships with regional community partners,” Kujala said. “He has always been strategic, intentional and unafraid to face challenges head-on — ultimately lifting Clatsop County to new heights.” Bohn said the people and partnerships that support the County will continue to guide the organization after his retirement. “I am confident the pillars of political leadership, professional management, quality workforce and community partnerships will continue to support and guide the County going forward,” Bohn wrote. “Until my final day I will do my part in service to the organization and community.” The County expects to begin the first phase of the recruitment process in November by selecting a professional recruitment team to assist with the search for the next County Manager. The County Manager position is anticipated to open for applications in 2027, before Bohn’s final day April 2. “I have been truly blessed to work alongside Don,” Kujala said. “While we will be sad to see him retire, we are grateful to have his leadership through the coming months. He will leave behind a resilient team and a thriving organizational culture. We wish Don and his wife, Stacee, the very best as they enjoy this well-deserved next phase of life together.” Additional information about the recruitment and transition process will be shared as it becomes available. ###
