Position title Supervisor - Fish And Wildlife Biologist Description Develops and administers game and non-game fish and wildlife management and research efforts for the Eastern Band of Cherokee Indian (EBCI). Leads a variety of planning and technical functions related to terrestrial and aquatic species conservation through the Cherokee Fisheries and Wildlife Management office. Works with Natural Resource Manager and other EBCI staff to plan and implement scientifically based, long-term, natural resource management protocols, ensuring scientific rigor from design to implementation. Primary duties include development, coordination and maintenance of species specific and comprehensive fish and wildlife management plans; project coordination and implementation, staff supervision, and contract management pertaining to long-term research, restoration, and monitoring of species and habitats; preparation of grant applications and technical reports; completion of resource impact analyses in support of regulatory requirements; and coordination with Federal and State agencies. Responsibilities Oversees assigned staff, providing direct technical and administrative supervision. Plans, schedules, and assigns work to subordinates. Ensures crews receive training in and follow accepted programmatic SOPs and quality assurance protocols for studies conducted. Performs administrative and human resource management functions relative to the staff supervised. Serves as research coordinator for Cherokee Fisheries and Wildlife management office. Consults on and creates research on natural resource needs for cultural relationships - including but not limited to, language revitalization, community engagment, and indigenous knowledge preservation. Develops, maintains, and interprets data to direct natural resource management projects. Participates in statistical analysis of data, prepares graphs, charts, tables, authors reports, and produces peer review manuscripts. Develops and oversees maintenance of EBCI fish and wildlife databases and maintains records as specified by Federal regulations and certifying agencies. Leads in the development of SOPs and internal policy/protocol documents for the Cherokee Fisheries and Wildlife Management office. Provides technical advice and assistance in the development and revision of Tribal codes and administrative rules pertaining to hunting, fishing, wildlife disease, and endangered species conservation. Responsible for development and adaptive implementation of EBCI Wildlife Action Plan and other project specific planning documents. Plans and coordinates critical long-term population studies for fish and wildlife species, both game and non-game. Conducts monitoring surveys, research projects, and restoration activities in accordance with accepted quality assurance protocols. Serves as the EBCI lead on ecological conditions in collaborative conservation efforts with other EBCI staff, Federal and State agencies, NGOs, and universities to effectively implement program goals and objectives. Develops and initiates new, revised, or experimental techniques for wildlife damage, management operations on EBCI lands Develops habitat assessment and enhancement objectives and coordinates project implementation for multiple game and non-game species on Tribal and possessory holder lands. Acts as lead regulatory staff member in relation to fish and wildlife resources and compliance with EBCI and Federal regulatory and permitting requirements. Performs biological and environmental evaluations of projects on Tribal lands in accordance with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act Section 404 permits and other applicable statutes and regulations. Conducts population monitoring and regulatory compliance surveys for Federally listed species under Section 7 of the ESA. Formulates budget estimates and administers fund expenditures for multiple funding sources (Federal, Tribal, non-profit). Prepares grant applications to expand the Cherokee Fisheries and Wildlife Management department's capacity to self-sustainably manage Tribal natural resources and meet long­ term objectives. Participates in regional and national natural resource planning meetings/conferences and promotes activities consistent with the cultural and environmental values of the community. Represents EBCI Natural Resources on local, regional, and national boards and committees. Acts as a liason with academic institutions including adjunct status when appropriate,,and serves on graduate level committees with partnering universities to meet program objectives. Prepares and presents reports or summaries of results via a variety of media (written and oral formats) to partnering agencies and Tribal leadership. Participates in outreach activities with the Cherokee community and responds to written, telephone, and in-person inquiries from the public and news media May assume the role of the Director - Natural Resources Scope of Supervision This position is supervised by program leadership. This position is responsible for supervising assigned personnel. Minimum Mandatory Qualifications Experience: Five (5) years of related experience required. Experience to in planning, designing and conducting floral and/or fauna studies, and 3 years in a senior, leadership or management role coordinating with Federal and State agencies, non-governmental organizations, and the public concerning Fish and Wildlife conservation, and supervising or managing others. Education: Master’s Degree in related field required. Licenses & Certifications: Valid, insurable NC Driver’s License required.
