District Court of Maryland Appointed Attorneys Program The District Court of Maryland Appointed Attorneys Program helps provide attorney representation to indigent criminal defendants during initial appearances. The program provides compensation to attorneys who contribute their time and legal expertise. The program was created in May 2014 in response to a ruling issued by the Maryland Court of Appeals that held that indigent criminal defendants have a state constitutional right to appointed counsel during initial appearances before a judicial officer. NOTICE: Judiciary-Funded Transcript Cost Assistance Pilot Program The Maryland Judiciary has established a pilot program to provide financial assistance to cover the costs of transcripts in certain circumstances. The program is subject to funding availability. The pilot is limited to appeals in the Appellate Court of Maryland that: - Involve an appeal of a circuit court order involving at least one (1) of the following types of decisions: child custody and/or visitation, child support, or the grant or denial of a protective order; - The appealing party is self-represented or represented by an attorney retained through an approved legal services provider; AND - The appealing party's income falls within certain eligibility guidelines. Additional information and applications materials can be found on the transcript assistance fund page. The Appellate Court of Maryland is Maryland's intermediate appellate court. The Court considers appeals from almost any case that originates in a circuit court or an orphans' court in Maryland. Parties who are unsuccessful in the Appellate Court may be able to seek further review in the Supreme Court, Maryland's highest court. The Court traces its existence to 1966, when a constitutional amendment authorized the Maryland General Assembly to create an intermediate appellate court. When it was originally created, its jurisdiction was limited to certain types of cases—initially, only criminal cases. That jurisdiction expanded to the point that the Court is now more accurately described as an appellate court of general jurisdiction. The Court now consists of fifteen active judges, at least one of whom comes from each of the State's seven geographic appellate circuits. All of the judges are appointed by the Governor, confirmed by the Maryland Senate, and then must stand for a retention election by the voters every ten years. Judges may serve until age 70. Senior Judges who have been authorized by the Supreme Court of Maryland to continue to serve may also hear and decide cases alongside the active judges. All appeals filed in the Appellate Court of Maryland are governed by Title 8 and Title 20, pertaining to electronic filing over MDEC, of the Maryland Rules. After appeals are fully briefed, they are considered by panels of three judges. In all cases, the judges consider briefs filed by the parties and the record developed in the trial court. In some cases, the Court also holds oral argument, generally in the Courts of Appeal Building in Annapolis on one of the first eight business days of a month. The Court's schedule is posted on its website. If oral argument is scheduled, the identity of the members of the panel is revealed approximately seven-to-ten days in advance of the date of the argument. In most cases, one of the three members of the panel assigned to the case will author a written opinion deciding the appeal. One or both of the other judges on the panel may also write a separate opinion concurring in or dissenting from the majority opinion. In rare cases, the entire Court will sit to review a case. All of the Court's opinions are issued in writing. Some are also "reported," which means that they are published in the bound volumes of the Maryland Appellate Reporter and, unless overturned by the Supreme Court, serve as precedent that binds the State's trial courts. Opinions that are unreported are binding only on the parties to that appeal. Anyone, even a nonparty, can ask the Court to report an opinion that is initially unreported, as long as they do so before the Court issues its mandate. All opinions, both reported and unreported, are available on this website. Each active judge of the Court maintains a chambers with staff who work directly for that judge. In addition, the Court is supported by its Clerk's Office, Staff Attorneys Office, and Alternative Dispute Resolution Division. The Clerk of the Appellate Court of Maryland is responsible for receiving and keeping all papers filed with the Court, including briefs, motions, and the trial court records. The Clerk's Office is located on the Second Floor of the Courts of Appeal Building. All communications with the Court should come through the Clerk's Office. Litigants and attorneys should not attempt to contact judges or their chambers staff directly, either before or after an opinion is issued. The Court also has a Staff Attorneys Office. Staff Attorneys assist the Court in reviewing certain appeals and applications for leave to appeal. The Court's Alternative Dispute Resolution Division reviews most civil appeals and selects those that are good candidates for possible resolution through mediation. For the cases selected, the Division then uses highly trained mediators to facilitate the parties' resolution of their disputes. Cases not resolved through this process are placed back into the normal appellate process. The Court is committed to providing access to justice to all who come before it. To that end, the Court has created its Guide for Self-Representation, which can help self-represented litigants in preparing their briefs and other papers.

If you fail to appear in court and have not notified the court in writing at the above address at least two (2) business days prior to the trial/hearing date, you may be charged for the services of the interpreter (up to $55 per hour). How To Become A Court Interpreter The Circuit Court for Anne Arundel County utilizes interpreters who are certified by the Administrative Office of the Courts for the State of Maryland. In accordance with Rule 16-819, the minimum requirements for interpreters seeking assignments in the Maryland courts include the submission of an application form, attendance at a mandatory orientation workshop, the passing of a written examination, an oral proficiency interview and the passing of an oral certification examination, if available in the target language. Recording of Military Discharges (DD214s) The DD Form 214 is the United States Department of Defense's Certificate of Release or Discharge from Active Duty. As one of the general duties of the Clerk of the Circuit Court, the Land Records Department maintains permanent records of military discharge papers. Anne Arundel County military veterans may file their military discharge papers at the Anne Arundel County Circuit Court Land Records Department. Military discharge records include: Copy 4, DD Form 214 issued by the United States Government Any copy of DD Form 214 with a raised seal issued by the United States National Personnel Records Center or United States National Archives Form 13038. There is no filing fee for this service, nor is there a fee for obtaining copies – including certified copies. In order to protect military discharge records against fraudulent misuse, strict enforcement of Maryland laws are followed concerning who may view and receive copies of discharge records. Military discharge papers (DD 214's) are not public records, and the inspection of these records is restricted as stipulated by Maryland Code, Courts and Judicial Proceedings, § 2-207. Recording and Indexing of Discharge Papers Required. Family Self Help The Family Law Help Center provides legal information and forms to assist unrepresented litigants in matters of divorce, custody/visitation, child support and name changes. The Center is funded through a grant from the Circuit Court for Anne Arundel County, but is staffed entirely by the Maryland Center for Legal Assistance. Adoption Adoption cases are filed for individuals looking to establish a legal parent/child relationship where one does not exist. These files are maintained by and remain in the Adoption and Guardianship Department. All pleadings and other papers in adoption proceedings shall be sealed when they are filed and are not open to inspection by any person, including the parents, except upon an order of court. Information about adoptions can be found in the Maryland Rules of Procedure in Title 9 (volume 2.) The Family Law article of the Annotated Code of Maryland also contains applicable law. Guardianship Guardianship cases are filed for individuals who have a disability (which includes minority) and may also have property. This includes guardianship of person, property, or person and property together. These guardianship files are maintained by and remain in the Adoption and Guardianship Department. Pursuant to MD Rule 16-914 all guardianship documents are sealed except for Orders applicable to MD Rule 10-108, such as: Order Appointing a Guardian Letters of Guardianship Orders Assuming Jurisdiction over a Fiduciary Estate other than Guardianship Modifications to the orders listed above. Anyone who is not a party to the case, must petition the court for access to any and all other documents in guardianship cases. Information about establishing a guardianship can be found in the Maryland Rules of Procedure; guardianship and fiduciary rules are found in Title 10 (Volume 2). The Estates and Trusts volume of the Annotated Code of Maryland also contains applicable law. These volumes can be found in the law library at the Circuit Court, or the Courts of Appeals Library (316 Rowe Blvd, Annapolis). The guardianship decree or order establishes the guardianship, names the guardian(s), and states whether the guardian(s) must file a bond and in what amount. The guardian(s) must file an Inventory of Assets within 60 days of appointment. Fiduciary Reports are due each year within 60 days of the accounting period; a fee is charged based upon the value of the assets in the guardianship estate.

To order a Circuit Court audio recording or transcript, simply follow the link above to submit a request. If requesting a transcript for an appeal, please note that Maryland Rule 8-411(c) requires the appellant to file a copy of the written order for transcripts with the clerk of the lower court so that the record reflects that the appellant has complied with the Rule. Our Court Reporting staff can produce an electronic recording for listening purposes. If requesting an audio recording, you will receive an electronic download by e-mail. At this time, the audio recording is packaged with a player that will only function on Windows operating systems (i.e., will not work on Apple products). The price of an electronic recording is $35.00 per download, and are only available for hearings held after July 1, 1999. If multiple days are involved, each full day will be a separate electronic download. If requesting a transcript, the request will be forwarded by the Office of the Court Reporter to one of the court approved transcription vendors, who will provide you with a cost estimate. All deposits and final payments will be paid to the vendor. When ordering a transcript, the time begins to run when the transcription service receives the order from the Court. The normal delivery time for transcripts on the day they are due is 3:00 - 3:30 p.m. Next day expedited transcript requests must be received by the Court Reporting Department no later than 1:00 p.m. As set forth by the Maryland Judiciary's Court Reporting Manual (September 2021), transcript charges for regular copies shall be as follows: For the original of a transcript (Normal 21 Business Day Delivery): $3.75 per page For first additional copy: 50¢ per page For second additional copy: 25¢ per page RUSH CHARGES Overnight - Next Day, 9 a.m. Delivery: $7.00 per page 5 Day Delivery: $6.00 per page 10 Day Delivery: $5.00 per page 15 Day Delivery: $4.50 per page Standard turn-around time for transcription orders is 21 Business Days. Read more information. The jurisdiction of the District Court includes all landlord-tenant cases, replevin actions, motor vehicle violations, misdemeanors and certain felonies. In civil cases, we have exclusive jurisdiction in claims of $5,000 or less, and concurrent jurisdiction with the circuit courts in claims for amounts above $5,000 but less than $30,000. In criminal cases, we have concurrent jurisdiction with the circuit courts in cases in which the penalty may be confinement for 3 years or more or a fine of $2,500 or more and certain felonies. Judicial Ethics Committee

The Judicial Ethics Committee was established pursuant to Rule 18-302. Upon request from a State official of the Judicial Branch and in the context of a particular factual scenario, gives guidance by opinion or letter of advice, with respect to the application of the Maryland Code of Judicial Conduct, the Maryland Code of Conduct for Judicial Appointees, and Code, General Provisions Article, § 5-501 et seq. and § 5-601 et seq. The Committee also reviews timely appeals from the State Court Administrator's decision not to extend the period for filing a financial disclosure statement and determines whether to allow a judge or judicial appointee to correct a deficiency as to a financial disclosure statement or to refer the matter, as to a judge, to the Commission on Judicial Disabilities or, as to a judicial appointee, to the State Ethics Committee. The Committee also submits to the Supreme Court of Maryland recommendations for necessary or desirable changes in any ethics provision.
