To begin an annexation, applicants must complete an online application and pay application and review deposit fees. A crucial step involves submitting a detailed list of all property owners within a 500-foot radius of the proposed annexation area, including their names and mailing addresses. This information must come from Orange or Seminole County property records.

Applicants also need to provide the name, address, and phone number of any authorized agent representing the property owner(s). A vicinity map showing surrounding streets and current zoning and land use for the site and a 500-foot buffer is required. Additionally, each parcel subject to the application needs a boundary survey and legal description prepared by a state-registered surveyor and certified to the City. This should include gross and net land area, possibly on a separate sheet.

Proof of ownership is required via a copy of the deed vesting title in the applicant's name. Applicants must also submit a complete analysis of the proposed annexation, referencing specific sections of the procedures manual. This analysis should include a statement of benefit, generally explaining why the annexation is appropriate or beneficial to the City, its residents, and the property owners.

For projects necessitating public facility improvements, a phasing plan is essential. This plan must detail an estimated timetable and financing method for any necessary improvements resulting from the annexation. In some instances, if requested by the City, applicants may need to provide a copy of the owner's title policy or a title opinion from a Florida Bar member as proof of ownership.
