Star City Gains New Powers Over Traffic & Building Codes
Four state laws signed in June 2013 grant Star City expanded authority over local governance, traffic enforcement and construction standards.
Act 1288 allows Star City to establish a Municipal Traffic Violations Bureau to handle minor traffic infractions under rules set by the Arkansas Supreme Court.
Act 1404 lets the city require new commercial construction in designated areas, such as the historic downtown, to meet the Arkansas Energy Code through local ordinance.
Act 1405 clarifies that Star City may adopt building codes, issue permits and conduct inspections within its corporate limits. The law also allows cities and counties to enter interlocal agreements to avoid duplicating these services.
Act 1287 addresses quorum procedures in county courts where the county judge does not vote, a structure used in some Arkansas counties including Lincoln County.
