The Planning and Development Department consists of three divisions: Building Inspection Division (inspects all buildings, structures, and facilities in the City, issues building permits, conducts Florida Building Code inspections, and reviews permit applications and construction documents related to new construction and alterations related to existing facilities) Planning Division (prepares the Comprehensive Plan elements and maps - the City's blueprint for future development, administers the Land Development Code, including zoning, site plans, and subdivision regulations, provides administrative services for the Planning Commission and Board of Adjustment and oversees redevelopment activities within the Community Redevelopment Agency districts) Code Enforcement Division (enforces the City's Code of Ordinances affecting the use and maintenance of private property throughout the City) Together, they work to ensure the continued high level and quality of development as a key factor in broadening the City's tax base. New construction provides housing, employment, commerce, and entertainment activities for both residents and visitors to our community. Customer Online Application Search Tool (COAST) COAST allows anyone to search historical permit records, check permit and inspection status, track plan review status, and look for outstanding permit fees. This service is FREE and easy. Visit COAST and select 'permit query' to get started. For copies of permit records or other documents, please submit a public records request through the City Clerk’s online portal. Land Development Code The Land Development Code (LDC) contains information about definitions, site development standards (parking and loading, signage, site clearing and landscaping, etc.), supplemental standards (fences, home occupations, outdoor restaurants and bars, etc.), and zoning districts regulations, etc. On March 17, 2025, Jacksonville Beach City Council adopted an updated LDC.
