Labor Standards Enforcement and Education The Labor Standards Division oversees the City of Saint Paul's Minimum Wage, Earned Sick and Safe Time, and Wage Theft ordinances. The division is a resource for workers and businesses in Saint Paul to provide education on requirements and investigate complaints. City of Saint Paul Minimum Wage Increase for Small and Micro Businesses! Under the City Minimum Wage Ordinance, starting July 1, 2026, minimum wage rate increases for specific business sizes. How to File a Labor Standards Complaint: Employees who work in the City of Saint Paul can file a complaint if they believe their employer isn't complying with the City's minimum wage or ESST ordinance. Concerned third parties can also file a complaint. The Labor Standards Division may start an investigation independently or after evaluating a complaint. The City does not disclose the name of complainants unless required by the investigation. Methods to File: 1. Electronic Complaint Form - File electronically with the Labor Standards team. 2. In-Person Complaint - Receive assistance at St. Paul City Hall, Department of Human Rights and Equal Economic Opportunity (HREEO), 15 W Kellogg Blvd, Office 280, Saint Paul, MN 55102. Open Monday-Friday 8:00 am - 4:30 pm. In-person meetings available by appointment only. Reasonable accommodations under the Americans with Disabilities Act and language assistance are available upon request. Workplace Poster: The Earned Sick and Safe Time (ESST), Minimum Wage, and Wage Theft ordinances require that employers give employees notice about their rights. Posters are available in English, Hmong, Spanish, Somali, and Karen. Employers must display the poster in English and any other languages as needed. Join the Labor Standards Advisory Committee: The Labor Standards Advisory Committee (LSAC) advises and supports the Labor Standards Enforcement and Education Division. Typical duties include advising on policy development, assessing division policies, recommending community outreach improvements, exploring opportunities to help small businesses, establishing community partnerships, and engaging stakeholders on labor standards practices. LSAC meetings are scheduled in person on the second Thursday of every month. Members of the public are welcome to attend. Initial terms are two to three years. All other terms are two years, with a three-term limit.
