U.S. Declines USMCA Renewal, Triggering Expiration Clock

The United States informed Canada and Mexico on July 1, 2024, it would not automatically renew the United States-Mexico-Canada Agreement (USMCA). This decision activates a 10-year period leading to the trade pact's potential expiration in 2034, unless the three nations agree on new terms.

U.S. Trade Representative Katherine Tai sent letters to officials in both Canada and Mexico, notifying them of the U.S. position. The USMCA, which replaced the North American Free Trade Agreement (NAFTA) in 2020, includes a sunset clause. This clause mandates a review every six years, allowing any member to withdraw or initiate a 10-year period for renegotiation if conditions for renewal are not met.

President Joe Biden previously referred to the USMCA as a significant update to North American trade relations in May 2023. During a state visit by Canadian Prime Minister Justin Trudeau, Biden highlighted the agreement's role in supporting workers and businesses. Both leaders affirmed their commitment to the pact at that time. Mexico's President Andrés Manuel López Obrador also expressed satisfaction with the agreement's functioning following a visit to Washington in 2022.

The U.S. decision to decline automatic renewal opens a formal window for negotiations. Officials from all three countries now face the task of discussing the future of North American trade relations over the next decade. The USMCA governs trade totaling over $1.5 trillion annually between the three countries.
