North Miami Mobility Fee for Developers Starts April 2025
North Miami will begin collecting a mobility fee from developers on April 14, 2025, following the City Council's adoption of Ordinance No. 1530 on November 26, 2024.
The one-time fee applies to any new development requiring a building permit that increases travel demand, including additions, expansions, changes of use, and new construction. The city collects the fee when it issues building permits.
Revenue funds bicycle, pedestrian, transit, and roadway projects outlined in the North Miami 2045 Mobility Action Plan. The city partnered with NUE Urban Concepts in January 2024 to develop the action plan and fee structure.
The fee structure reflects projected growth in population, employment, and travel demand over 21 years. City officials calculated costs for multimodal projects needed to accommodate increased traffic as North Miami adds homes, businesses, and commercial space.
Government entities and public or charter schools are exempt under Florida law.
North Miami's mobility plan prioritizes pedestrian-friendly streets, bike lanes, and public transit. The city can supplement mobility fee revenue with federal and state grants, Miami-Dade County's transportation surtax, Community Redevelopment Area funds, property taxes, and user fees for shared mobility services.
Residents can obtain Ordinance No. 1530 and the mobility fee rate schedule by calling the City Clerk's Office at 305-895-9817. The North Miami 2045 Mobility Action Plan is available through the city.
