Titusville residents interested in City Council service can mark their calendars. The city announced the official schedule for the 2026 election cycle, including primary and general election dates and the candidate qualifying period.

The 2026 election will feature a Primary Election on Tuesday, Aug. 18, 2026, and a General/Runoff Election on Tuesday, Nov. 3, 2026. These elections will fill three four-year City Council Member seats. The seats currently held by Herman A. Cole (Seat One), Megan D. Moscoso (Seat Three) and Jo Lynn Nelson (Seat Five) are up for election.

Candidates must reside in Titusville for one year before filing and be qualified electors in the city. They also cannot hold other elective public office. The qualifying fee is $50, plus a state assessment of one percent of the office's annual salary. For Council Members, whose annual salary is $12,022.40, this assessment totals $120.22, per Florida Statutes 99.093.

The qualifying period for candidates opens at noon on Thursday, May 14, 2026, and closes at noon on Thursday, May 28, 2026. Candidates must file qualifying documents and fees with the City Clerk. Campaign funds cannot be collected or disbursed until a treasurer is named and appropriate forms are filed with the City Clerk, according to Florida Statutes 106.021.

If more than two candidates compete for a seat, a primary election will occur. If no candidate receives a majority of votes in the primary, a runoff election between the top two vote-getters will take place Nov. 3, 2026. A candidate winning a majority in the primary will be elected directly. If only two candidates qualify for a seat, the general election will occur Nov. 3, 2026.

Elected officials will take office Tuesday, Nov. 24, 2026, at 11 a.m. For election process or qualifying information, contact the City Clerk’s Office at (321) 567-3686. Municipal candidates must comply with Florida Statutes on regulations and accounting for candidates and committees.
