REDWOOD CITY — San Mateo County's Navigation Center here provides 240 beds for homeless people and couples while using sustainable design to reduce energy, water and waste.

The county-owned facility combines temporary shelter with intensive support services. Its design features lower energy consumption and water efficiency systems to minimize environmental impact.
