Residents and organizations planning festivals, concerts, parades or other community events in Hallandale Beach must obtain a special event permit. The city encourages gatherings that boost community engagement, cultural development, tourism and economic growth.
A Temporary Use permit from the Department of Sustainable Development is necessary for events involving street closures, multi-departmental or external agency coordination, alcohol service, on-site commercial cooking, food sales or large temporary structures. Indoor events or promotional events that alter a facility's approved use also require permits.
The permitting process follows Chapter 32, Article 4, Division 20 of the City Code. Specific application forms exist for events on city and private property. Organizers holding events on city facilities, managed by the Parks, Recreation and Open Spaces Department, must first secure a facility reservation. This department also processes the Temporary Use of City Property-Special Event Permit Applications. Such events require proof of insurance naming the City as an additional insured.
Additional requirements may apply. Building permits might be necessary for temporary structures. Food service events must meet specific vendor requirements, detailed in the Food Trucks/Food Service Vendor Requirements section. The Fire Department also provides guidelines for special events.
Parades, governed by Chapter 28, Article III of the City Code, require a separate Parade Permit from the Hallandale Beach Police Department.
