Pinellas County Seeks Developers for 24-Acre Downtown Clearwater Redevelopment

Pinellas County invited experienced developers to submit proposals for redevelopment of parcels totaling 24.66 acres of County-owned land in downtown Clearwater today, June 16, advancing long-term goals to create a vibrant, mixed-use downtown that benefits residents, businesses and visitors.

Pinellas County invited experienced developers to submit proposals for redevelopment of parcels totaling 24.66 acres of County-owned land in downtown Clearwater today, June 16, advancing long-term goals to create a vibrant, mixed-use downtown that benefits residents, businesses and visitors. Developers will have 90 days to submit their proposals, which are due by 3 p.m. on Sept. 18, 2026. The RFN process is designed to encourage competition, ensure transparency and protect the public interest while positioning the sites for thoughtful private investment. The County’s vision calls for a walkable district with residential, commercial, retail, hospitality, civic, and public realm uses that create an active environment for residents and visitors alike. “Downtown Clearwater represents an important opportunity to build on past public investments and support long-term economic growth,” said County Administrator Barry Burton. “This process allows the County to evaluate development proposals openly and select a partner that can deliver lasting community benefits.” This opportunity is part of the County’s broader modernization strategy, supported by the planned relocation of County operations to a new Administration and Judicial Complex, with occupancy anticipated in mid-2029. Pinellas County and the City of Clearwater are aligned in their goals for placemaking, connectivity, fiscal sustainability, and long-term community benefit. CBRE, Inc., the world’s largest commercial real estate services firm, serves as the County’s real estate advisor and, together with the County’s procurement department, is helping lead a transparent and competitive process for this transformational downtown redevelopment opportunity. The County held a public town hall on April 29 to gather public input on the goals for this project. The county will schedule additional input opportunities following review of the developer proposals. Goals for downtown redevelopment Through this effort, the County aims to: Create an active, mixed-use downtown serving residents year-round Attract new industries that complement the area’s tourism economy Expand the long-term tax base that supports public services Strengthen connections between downtown, the waterfront and surrounding districts Leverage existing City and County infrastructure investments How the RFN process works The Request for Negotiations is a structured public procurement process that allows the County to review proposals from qualified developers before selecting a preferred partner. The County is not obligated to select any proposal if submissions do not meet expectations. Key steps include: Public release of the RFN (June 16, 2026) Approximately 90 days for development teams to prepare proposals Detailed evaluation of qualifications, financial capacity and project concepts Interviews and clarifications with top-ranked teams Public discussion and recommendation by the Board of County Commissioners Negotiation of binding development agreements Evaluation criteria Proposals will be evaluated based on several factors, including: Developer experience and successful completion of comparable projects Financial strength and verified funding sources Compatibility with redevelopment goals and community vision Realistic development timelines and long-term operational plans The post County seeks development proposals for downtown Clearwater parcels appeared first on Pinellas County.

James “Jim” Elton Farmer, born June 14, 1944, in Lamesa, Texas, to Leonard and Avanell (McGregor) Farmer, passed away on Saturday, May 30, 2026.Jim proudly served his country in the United States Navy during the Vietnam War as a member of the helicopter attack squadron known as the Seawolves. Following his military service, he built a life centered on family, adventure, and hard work.Jim and his wife, Marilyn Elizabeth (Thomson) Farmer, shared 58 years of marriage, raising their family in Eastland, Texas. Together they created a lifetime of memories.An outdoorsman at heart, Jim found joy in guiding snowmobile tours in Buena Vista, Colorado, exploring mountain trails on ATVs, and traveling the country in his RV. He was an avid baker who loved making homemade bread, a dedicated researcher of his family’s genealogy, and someone who never failed to end the day with a bowl of ice cream.Known affectionately as “Papa” to his grandchildren, Jim treasured the time he spent with his family.He is survived by his wife, Marilyn Elizabeth (Thomson) Farmer; his daughter, Amy Hennis; his son, Eric Farmer; and grandchildren, Lauren Hennis and Haley Hennis.Jim’s legacy of service, curiosity, adventure, and love for family will continue to live on through all who were fortunate enough to know him.

Luzerne 'Lou' Tuttle, Texas Resident, Passes at 64

Luzerne Everette Tuttle passed away May 31, 2026, with his daughter and nieces by his side. He was born on August 8, 1961 to the parents of Luzerne F. Tuttle and Ruth A. Mouck.Luzerne liked to be called “Lou.”Lou had a son and daughter. His daughter Rosalee Tuttle and fiancé (Michael Martinez) had given him the best gift on April 28, 2025, his first grandson Michael. Lou loved spending time with them and loved them very much. He was so proud to be a grandpa.Lou has two sisters and one brother. His oldest sister Alisa Nasworthy and brother-in-law John Nasworthy who passed away in 2003, and a now longtime partner Tony Gill. Three nieces and one nephew. Eight great nephews and two great nieces. Jessica (Randy) Harris with Joshua, Logan, and Karson. Shena (Shane) Rebb with Skylor, Zayne, and Koye. Ruth Nasworthy children by Robert Sanders; Sally, Kayden, Payten, and Priscilla. His baby sister, Tammy Tuttle and brother-in-law, Dale Donato who passed away in 2024 with a son Ronnie. A brother Monty Tuttle.Lou had many jobs in his life, but the one he cherished most was when he was an Auto Body Painter. He was extremely good at it. Lou had an old truck that one day he dreamed he would fix up and pass down to his grandson. Lou had a passion for music and was a DJ for years. Although his family was in New York his love for Texas was very strong and that is where he finally settled. He rocked the cowboy hats and cowboy boots. Lou was a Jets fan and also played football in his younger years for Indian River. He loved watching Rocky and later enjoyed it even more with his daughter Rosalee.Lou was brought home to the lord by his mother, father, two brothers- in-law, a son that was still born, many friends and relatives.If you wish to donate please consider making a donation to Lou’s daughter Rosalee as she will be trying to pay for the expenses. Eileene Carey, Longtime Granbury Resident, Dies at 84

Eileene Michel Crook Carey, a beloved mother, wife, grandmother, and great-grandmother, passed away on May 26, 2026, at the age of 84. Eileene was born on March 28, 1942, in Willows, California, and resided in Granbury, Texas. She was a woman of many talents, with a love for life and a heart as beautiful as the flowers she tended in her garden.Eileene was a graduate of Enid, Oklahoma High School in 1960. After high school, she worked as a hostess for TWA for about 2 1/2 years until 1964. Eileene then married the love of her life, Phil Carey, on June 6, 1964, and their journey together was filled with love, laughter, and countless cherished memories. They were blessed with two children, Annette, born in 1965, and David, born in 1967. Eileene was a dedicated mother and homemaker, and her family was her greatest joy. She was also a woman of many passions, among them flower gardening, landscape artistry, and party planning. With her gardening skills, she improved the landscape of every home they owned. Her holiday decorations, especially at Halloween and Christmas, were legendary, and her home was always filled with warmth and love.Eileene was predeceased by her parents, Charles and Marjorie Crook, and her sisters, Margaret Dowers and LaDonna Miller.She is survived by her devoted husband and soulmate, Phil Carey; her children, Annette (John) Minnerly and David (Sarah) Carey; her grandchildren, Michael Carey, Rachel (Gabriel) Flores, and Charles (Lydia) Minnerly; her great-granddaughter, Sophia Flores; and her sisters, Janice Decovic, Christine (Gary) Darnell, and Patricia Goldsberry. As well as many nieces, nephews, and friends.A memorial service will be held on Saturday, June 20, 2026, at 2:00 pm at the Wiley Center, located at 420 E Hwy 377, Granbury, Texas, 76048.Services are under the direction of Wiley Funeral Home - Granbury.
