Bismarck Breaks Ground on 400 New Homes to Tackle ND Housing Crunch

Bismarck developers broke ground this spring on three new residential subdivisions, collectively adding 400 single-family and multifamily homes to the city's housing stock. The projects, located in northeast and south Bismarck, aim to address a statewide shortage exacerbated by population growth and energy sector jobs. City planning records list them among open developments under review, with initial phases targeting completion by late 2027, according to the Bismarck Tribune's initial reporting and city updates.

The initiative aligns with North Dakota's Housing Incentive Fund (HIF), which since 2011 has leveraged $127 million to create or preserve 3,933 multifamily units statewide, attracting $825 million in total investment. In the 2023-2025 biennium alone, $12 million fueled two application cycles. Developers like those behind the recently opened 40-unit complex in northeast Bismarck—celebrated October 29, 2025—exemplify the Fund's impact, providing homes for 40 families in a high-demand area.

State and federal support bolsters these efforts. On February 24, 2026, USDA Rural Development announced $90,000 in Housing Preservation Grants for North Dakota, including $55,000 to North Central Planning Council for 10 units in Maddock and $35,000 to Rebuilding Together Fargo-Moorhead for rural repairs in Cass, Traill, and Richland counties. Bismarck officials emphasize that the 400 new homes will prioritize low- and moderate-income buyers, integrating with HIF caps of $300,000 per project or $600,000 in developing areas to ensure feasibility.
