R2026-47 2 3 A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL 4 APPROVING THE FULL-TIME OPERATION OF THE 5 TRAFFIC SIGNAL AT BINKS FOREST DRIVE AND BENT 6 CREEK ROAD; AND PROVIDING AN EFFECTIVE DATE. 7 8 WHEREAS, the Village of Wellington (“Wellington”) is the owner of the roads 9 known as Binks Forest Drive and Bent Creek Road, located within its jurisdictional 10 boundaries; and 11 12 WHEREAS, Wellington and Palm Beach County (“County”) executed that certain 13 Interlocal Agreement Between Palm Beach County and the Village of Wellington 14 Providing for Certain Traffic Control Authority Within the Village of Wellington by Palm 15 Beach County, Terms Pertaining to Roadway Maintenance and Responsibilities of 16 Certain Devices, R2023-1527, dated October 17, 2023 (the “ILA”); and 17 18 WHEREAS, by way of the ILA, Wellington transferred and the County accepted 19 traffic regulatory authority over certain traffic signals and flashers, including the signal at 20 the intersection of Binks Forest Drive and Bent Creek Road (the “Intersection”); and 21 22 WHEREAS, the signal at the Intersection presently operates during school hours 23 only; and 24 25 WHEREAS, Wellington continues to receive concerns from the public about the 26 safety of the Intersection when the signal is not operating; and 27 28 WHEREAS, in light of the ongoing concerns about the safety of the Intersection 29 outside of school hours, Wellington engaged a traffic consultant to conduct a sight 30 distance review of the Intersection; and 31 32 WHEREAS, Wellington’s consultant concluded that a full-time 24-hour signal 33 operation will provide safer passage through the Intersection and that the change in 34 operation should not affect local traffic’s expectations along the roadway; and 35 36 WHEREAS, the Wellington Council believes it is in the best interest of the 37 community to increase the operation of the signal at the Intersection to full-time to promote 38 the general public health, safety, and welfare; and 39 40 WHEREAS, the County Traffic Engineer requested that the Wellington Council 41 adopt a resolution expressing its desire to increase the operation of the signal at the 42 Intersection to full-time. 43 44 NOW, THEREFORE, BE IT RESOLVED BY WELLINGTON, FLORIDA’S 45 COUNCIL that: 46 1 SECTION 1. EXISTING CONDITIONS The subject intersection is located in the Village of Wellington. Binks Forest Drive is a four-lane thoroughfare that traverses roughly north-south through the Village. Bent Creek Road is a east-west road that intersections Binks Forest Drive approximately 1000’ south of Southern Boulevard (SR-80). The west approach of Bent Creek Road has a dedicated left turn lane and a shared through-right turn lane; the east approach has a dedicated left turn lane and a shared through-right turn lane. Unlike most of Palm Beach County roadways, Bink Forest Drive has horizontal and vertical curvature. Its 16’ median is landscaped with trees and shrubbery and houses left turn lanes for the north and south approaches to the subject intersection. As it sits, Bent Creek Road is in a valley with the road rising away and curving in both directions (see Location Map attached.) The speed limit is 40 miles per hour on Binks Forest Drive. 2009 and 2022 speed studies performed by the Village of Wellington identified the 85th percentile speed to be 51 miles per hour and 50.7 miles per hour respectively. The existing strain pole signal operates during school hours only with loop detection and pedestrian detection. The local school Binks Forest Elementary sits on Bent Creek Road approximately 0.3 miles east of the intersection, along with single-family homes and a professional park. To the west of the intersection is a community of single-family homes. CURRENT CRITERIA At the request of the Village, based on concerns from residents, Simmons and White visually inspected the intersection and documented the rise and curvature of the road with photographs (see Exhibit 2 – Site Photos). A review of the FDOT Design Manual, Section 212.11 Clear Sight Triangles showed that FDOT Intersection Sight Distance (d): For a Passenger Vehicle on a 4-Lane Divided Road with a Median 22’ or Less at 40 MPH is 525 feet. For the 85th percentile speed, the Sight Distance (d) is 655 feet. The Florida Green Book’s Figure 3-20, Intersection Sight Distance based on AASHTO guidelines is roughly equivalent for Left Turns from Stop – Passenger Car for 40 MPH and 50 MPH. _______ Int. 2581 Metrocentre Blvd West, Ste 3 | West Palm Beach, FL 33407 561.478.7848 | simmonsandwhite.com | Certificate of Authorization #3452 Exhibits 3 and 4 illustrate the intersection sight triangles for left turns entering the intersection from the side streets (AASHTO Case B - Intersection with Stop Control on the Minor Road). Sight triangles were created using the FDOT and AASHTO determined driver sight line at 14.5’ back from the through lane on the receiving roadway. In this case, turning movements from Bent Creek Road was the specific concern. Sight distance for through movements and right turns, from either side street approach, did not show impingement or obstruction; neither did left turns from the east approach (see Exhibit 4). Although it is noted that the left turn lane stop bar on the east approach is pulled back significantly to allow for the minimum turning radius for left turns from Binks Forest Drive’s north approach. This means during the unsignalized portion of the day, left turns from Bent Creek Drive’s east approach, need to move into the crosswalk area to create visibility before deciding to commence into the intersection, and impede southbound left turns from Binks Forest Drive, who have the right of way. Exhibit 3 illustrates the west approach’s left turn sight triangle. Looking to the left, visibility to 525 feet is forced behind the right-of-way line which is not recommended in Florida’s Greenbook, 2023 Edition, Section C9.b.2: “Any property not under the highway agency’s jurisdiction through direct ownership or other regulations, should be considered as an area of potential sight distance obstruction.” In addition, trees, shrubbery, the strain pole in the NW corner, and several signs fall within the area required to safely determine if there is an acceptable gap to commence the left turn movement. At nighttime, when the signal is flashing, the road is rising and on a curve, creating a situation where headlights are pointed away from the driver making the left turning movement. Looking to the right, the road is again rising away from the intersection, and the sight triangle is impeded by the vertical and horizontal curvature of the road and three (3) trees in the median. RECOMMENDATIONS When the existing signal operates during school hours, there is a perception of safe passage into the subject intersection from the side streets. The perception ends in the afternoon. The conflict between the north approach left turns with the east approach left turns trying to move into a decision zone as well as the restricted sight lines for the west approach left turns indicates a 24-hour signal operation will provide safer passage through the intersection. As the signal operates on loop detection, the side street timings can be adjusted for the time of day to have limited impact on through traffic on Binks Forest Drive. Drivers along Binks Forest Drive are also used to the signal from school time hours, and this change in operation should not affect the local traffic’s expectations along the roadway.
