The City of Johnson City is pleased to announce the appointment of James Armstrong as the new Public Works Director. Mr. Armstrong comes to the City with over 20 years of experience in civil engineering and public works management. He previously served as the Director of Public Works for the City of Oak Ridge, TN, where he oversaw a department of 150 employees and a budget of $25 million. In his new role, Mr. Armstrong will be responsible for the planning, design, construction, and maintenance of the City's infrastructure, including streets, water and sewer systems, and solid waste collection. He will also oversee the City's fleet maintenance and engineering divisions. Mr. Armstrong holds a Bachelor of Science degree in Civil Engineering from the University of Tennessee and is a licensed Professional Engineer in the state of Tennessee. He is also a certified Public Works Professional.
