Las Cruces 84-Acre Mixed-Use Development Project
The City of Las Cruces is seeking a master developer to build a walkable, mixed-use neighborhood on 84 acres of city-owned land in the East Lohman corridor.
The site sits south of East Lohman Avenue, between Roadrunner Parkway and Sonoma Ranch Boulevard, across from MountainView Hospital. The project will include residential, health services, commercial, civic, and open space uses, with an emphasis on affordable and middle-income housing.
The city's East Lohman Development Plan calls for complete streets, multimodal connections, open space and trails, and protection of arroyos and view corridors. The Request for Proposals asks developers to submit a phased approach with connected street networks, sustainable design, green infrastructure, and a clear financing and execution strategy.
The project aligns with the city's Elevate Las Cruces Comprehensive Plan. City officials say they are seeking a development team with experience delivering high-quality mixed-use projects that create jobs and expand housing options.
Developers must submit proposals electronically through the City's OpenGov Procurement portal. All questions must be directed to the Purchasing Section; communication with other city staff is prohibited during the solicitation process.
