Automated Firearms System Personal Information Update | State of California - Department of Justice - Office of the Attorney General

Automated Firearms System Personal Information Update | State of California - Department of Justice - Office of the Attorney General Skip to main content Automated Firearms System Personal Information Update Home Firearms Automated Firearms System Personal Information Update The Automated Firearms System is a repository of firearm records maintained by the Department, as established by Penal Code section 11106. The Automated Firearms System is populated by way of firearm purchases or transfers at a California licensed firearm dealer, registration of assault weapons (during specified registration periods), an individual’s report of firearm ownership to the Department, Carry Concealed Weapons Permit records, or records entered by law enforcement agencies. Commencing July 1, 2019, an individual will have the ability to electronically update one or more Automated Firearms System records through the California Firearms Application Reporting System (CFARS) to match his or her current name, date of birth, address, and California Driver License, California Identification Card, or Military Identification Number. Maintaining accurate personal information within the Automated Firearm System is critical if you plan to purchase ammunition by meeting the eligibility requirements established by Penal Code section 30370, subdivisions (c) and (d). If the information that is provided to the ammunition vendor does not match an entry in the Automated Firearms System database, the transaction must be denied. As such, it is important to ensure records are accurate. How do I update my Automated Firearm System record? To update your personal information on a record in the Automated Firearms System, log into your CFARS account, click on “Automated Firearms System (AFS) Personal Information Update,” and follow the instructions. If you do not have a CFARS account, you may create one by visiting https://cfars.doj.ca.gov. What information is needed to update an Automated Firearm System record? Current personal information. Full Name, Date of Birth, Residential Address, California Driver License/Identification Card Number, or Military Identification Number/Department of Defense Identification Number. Personal information at time of firearm purchase. Exact personal information as it was recorded on your Dealer Record of Sale or other firearms ownership record. Firearm currently recorded in your name. Type, Make, Model, Caliber and Serial Number information of one or more firearms currently recorded in the Automated Firearms System. Verifying documentation. If you are changing your name, date of birth, identification type or identification number, you must upload documents verifying the change. These documents require review and approval by the Department before changes can be updated on your record. Depending on what personal information will be updated, the following verification documents may be required: California Driver License/Identification Card Note: If you uploaded your military identification and active duty station orders and do not have a California driver license or identification card, you may upload your military identification card again. Marriage License Endorsed court order regarding restoration of former name Endorsed court order regarding name change Birth Certificate Military Orders Please refer to the Automated Firearms System Information Update Regulations for more information. Is there a fee associated with updating an Automated Firearm System record? There is no fee for updating your record. What can I expect after submission of the Automated Firearms System Personal Information Update request? Once your submission has been processed, the Department will send an email to the email address on file to let you know the status of your submission or to advise you to log on to CFARS to review notices from the Department. What if I don’t know the exact personal information or firearms information that was used when I purchased or transferred my firearm? You can request to obtain information on all firearms for which you are listed as the purchaser, transferee, or owner in the State of California. Based on the personal information you provide, the Department will conduct a diligent search of the Automated Firearms System and will provide you with the listing via mail. Once you receive the listing, you can reference the personal and firearm information that was recorded at the time the firearm was purchased or transferred. Thereafter, you can use the information to update your Automated Firearm System record. The Automated Firearms System Request for Firearm Records (BOF 053) application can be located at https://oag.ca.gov/firearms/forms. I know I have an Automated Firearms System record but I am not sure if my personal information is current. May I submit a new Firearm Ownership Report instead of updating my Automated Firearm System record? No. The Department will not process firearm ownership reports for firearms that are already recorded in your name. What if I don’t have a firearm record in the Automated Firearm System and I want to purchase ammunition? For more information about how you can meet the requirements to purchase ammunition without having an Automated Firearms System record, please visit the Ammunition Purchase Authorization webpage.

Residential Solid Waste Collection Rate Proposal and Facility Fee Adjustments Advanced by Board

Residential Solid Waste Collection Rate Proposal and Facility Fee Adjustments Advanced by Board Published on September 25, 2026 Utilities and Residential Services Updated: Sept. 25, 2026 The Sacramento County Board of Supervisors voted on Sept. 22 to move forward with several solid waste rate and fee adjustments calculated to keep services reliable, comply with state requirements and maintain a financially sustainable schedule of residential collection rates for unincorporated Sacramento County residents and facility fees at Kiefer Landfill and the North Area Recovery Station (NARS). The action approved facility fee adjustments at Kiefer Landfill and NARS and authorizes the Department of Waste Management & Recycling (DWMR) to begin the Proposition 218 notification process for proposed residential solid waste rate adjustments. During the meeting, Supervisors expressed appreciation for the detailed analysis and careful planning behind the proposed rate adjustments. They noted that while rate increases are never easy, DWMR’s approach minimizes customer impact with small, gradual changes while creating long‑term stability. Supervisors also recognized DWMR’s continued commitment to keeping services reliable and rates as low as possible. DWMR operates as an enterprise fund and receives no General Fund (tax) support. All solid waste service costs are funded entirely by residential ratepayer fees, facility fees and program revenues. Rising costs for equipment, fuel, labor and state regulatory mandates, including SB 1383 organics diversion and California Air Resources Board (CARB) rules, have outpaced current rates, making adjustments necessary to maintain safe and compliant service. The proposal also expands Bulky Waste Pickup service from one to two appointments within a rolling 12‑month period. As an enterprise fund, DWMR may not charge fees that exceed the cost of providing service. Maintaining reasonable operational and capital reserves is also part of a cost‑of‑service model. A reserve allows DWMR to pay for future capital needs, such as trucks, heavy equipment or facility upgrades, directly, rather than borrowing. Paying upfront avoids the much higher long‑term costs of debt financing, which would otherwise be passed on to customers through rates and fees. Saving ahead helps keep services dependable and reduces what customers would pay over time. Residential Rates (Proposition 218 Process) DWMR will mail a written notice to all affected residential property owners at least 45 days prior to the public hearing. The notice will provide information regarding the public hearing and the proposed new rates including the reason for rate changes, how rates were calculated, and how customers may submit written protests. The public hearing is scheduled for Dec. 8, 2026, at 2 p.m., at the Sacramento County Administration Center, Board Chambers, located at 700 H Street, Sacramento, CA 95814. If approved, the proposed rate increase is small and gradual to cover the cost to provide service. As an example, the standard 60‑gallon monthly service is currently $41.03 and would rise to $42.88 (an increase of $1.85). This is roughly a 4.5% increase each year for five years. Even with these changes, Sacramento County’s solid waste rates would be $1.60 per month lower than the regional average of nearby jurisdictions. If adopted, new residential rates will begin Jan. 1, 2027. Facility Fee Adjustments for Kiefer Landfill and NARS The Board approved updates to solid waste facility fees at Kiefer Landfill and NARS. Together, these facilities take in nearly 1.5 million tons each year and serve hundreds of thousands of self‑haul residents, contractors, landscapers and commercial haulers. Updated fees will maintain safe, efficient and compliant operations. Facility fees have not kept pace with rising costs for disposal and transfer services, including fuel, heavy equipment, parts, contracted services and labor. State regulatory responsibilities also continue to grow under SB 1383 and CARB requirements. Updated fees will take effect Jan. 1, 2027 and support: Safe landfill operations Efficient NARS processing for public and commercial customers Improved traffic flow and onsite safety Expanded regulatory reporting and compliance Long-term financial stability The proposed facility fee increases are small and phased in over several years. Most self‑haul and commercial customers will see modest changes based on the type of load they bring to Kiefer Landfill or the North Area Recovery Station. For example, weighed loads would increase by about 4.5% each year at NARS, and between 4.5% and 6.5% per year at Kiefer Landfill, depending on the year. Flat‑fee loads would increase by $5 in the first year only. As part of these operational updates, NARS will also adjust its Sunday operating hours beginning Jan. 1, 2027. NARS will close one hour earlier, moving from 8 a.m.–6 p.m. to 8 a.m.–5 p.m. Customer use data shows significantly less customers in the final hour on Sundays compared to other hours. Aligning hours with actual usage reduces operating costs while maintaining efficient service for self-haul and commercial customers. Facility fees are not subject to Proposition 218. Updated fee schedules will be posted on the Facility Fees webpage before Jan. 1, 2027. More Information All supporting materials, including the 2026 Solid Waste Rate Study, Board letter, resolutions, and related exhibits, are available in the September 22 Board meeting agenda at SacCounty.gov. Expanding Recovery Housing for Women Published on September 23, 2026 Health and Social Services Sacramento County is celebrating the opening of Koala House 2, a new sober living and transitional residence designed to provide women with a safe, supportive environment as they continue their recovery journeys. Koala House 2 unites Sacramento County’s Department of Health Services mission while expanding Sacramento Recovery House’s continuum of recovery-centered services and provides an important next step for women transitioning from Gateway House and other Sacramento County treatment programs. Sacramento Recovery House is partnering with the County on this residence to provide gender responsive, trauma-informed residential services to adults seeking recovery from substance use and co-occurring disorders, and their related issues. The new residence is a needed substance use resource for Sacramento County to assist people in stepping down care with the goal of finding permanent supportive housing. Koala House 2 will help women build stability and independence while developing the skills, relationships and connections needed to sustain long-term recovery. “Recovery does not happen in isolation,” said Lori Miller, Division Manager, a representative of Sacramento County Behavioral Health Services. “It happens when we work together, when there is support, when people have safe places to live, healthy relationships, meaningful opportunities and a community that believes in their ability to build a different future.” “We hope this space becomes a safe place where the women are celebrated, challenges are met together, dreams begin to feel possible again and lives are changed,” said Executive Director of Sacramento Recovery House, Dr. Davis.
