Assembly Bill 28 (AB 28)

Assembly Bill 28 (AB 28) Commencing July 1, 2024, Assembly Bill 28 (AB 28), which was signed into law on September 26, 2023, requires all firearms dealers and ammunition vendors to obtain a Certificate of Registration with the California Department of Tax and Fee Administration (CDTFA). This Certificate of Registration requirement also applies to any federally licensed firearm manufacturer that engages in the retail sale of any firearms in California, including firearm precursor parts. There is no fee for this Firearm and Ammunition Excise Tax (FET) Certificate of Registration. The FET Certificate of Registration requirement is in addition to the existing requirement that firearms dealers and ammunition vendors maintain a valid seller’s permit, and that firearms manufacturers maintain a valid seller’s permit or resale certificate. Additionally, AB 28 states that the Department of Justice may revoke any ammunition vendor license or remove any firearms dealer or firearms manufacturer from any centralized list upon notification from CDTFA that CDTFA revoked the licensee’s certificate of registration or revoked or suspended the licensee’s seller’s permit. This webpage is intended to highlight only a few aspects of AB 28. Riverside Mourns Loss of Barbara Ann Cook, Beloved Community Member

Barbara Ann Cook November 14, 1945 - February 13, 2023 Barbara Ann Cook, 77, of Riverside, passed away peacefully on February 13, 2023, at her home, surrounded by her loving family. She was born on November 14, 1945, in Moline, Illinois, to the late Edward and Mildred (Erickson) Johnson. Barbara was a devoted wife, mother, grandmother, and great-grandmother. She enjoyed spending time with her family, gardening, and was an active member of her church. She will be deeply missed by all who knew and loved her. Barbara is survived by her husband of 55 years, Robert Cook; her children, Susan (Michael) Smith and David (Jennifer) Cook; her grandchildren, Emily, Sarah, Joshua, and Benjamin; and her great-grandchild, Noah. She was preceded in death by her parents and her brother, James Johnson. A memorial service will be held at 11:00 AM on Saturday, February 18, 2023, at St. Mark’s Lutheran Church, 1900 W. 16th Street, Riverside, CA 92507. A reception will follow in the church hall. In lieu of flowers, the family requests that donations be made to the American Cancer Society in Barbara's memory.

"Mabory Million Mabory Million, 88, of Riverside, passed away peacefully on October 16, 2023. Born on July 1, 1935, in Shreveport, Louisiana, Mabory was a devoted wife, mother, grandmother, and friend. She moved to Riverside in 1960 and dedicated her life to her family and community. Mabory was a proud alumna of Louisiana State University and a lifelong supporter of the arts. She volunteered at the Riverside Art Museum for over 20 years and was instrumental in establishing the annual Riverside Arts Festival. Her infectious laugh and warm spirit will be deeply missed by all who knew her. She is survived by her loving husband of 62 years, Arthur Million; her children, Susan (David) Peterson and Robert (Jennifer) Million; her grandchildren, Emily, Michael, and Sarah; and her sister, Betty Jean Williams. Visitation will be held on Friday, October 20, 2023, from 5:00 PM to 7:00 PM at Grimes-Akes Family Funeral Home, 500 W. Chicago Ave., Riverside, CA 92507.
