Substantial Damage and Improvement
The City of Port Richey participates in the National Flood Insurance Program. If the City fails to properly enforce our floodplain management regulations, not only would people and property continue to be at risk of future flooding, but the City could jeopardize our participation in the program, which could result in losing eligibility for federal flood insurance, disaster assistance, and Federally-backed loans and grants for our citizens.
The City of Port Richey participates in the National Flood Insurance Program. If the City fails to properly enforce our floodplain management regulations, not only would people and property continue to be at risk of future flooding, but the City could jeopardize our participation in the program, which could result in losing eligibility for federal flood insurance, disaster assistance, and Federally-backed loans and grants for our citizens. When a building in an SFHA is damaged by any cause or improvement, the City must determine whether the damage or the improvement meets the definition of "substantial damage or improvement." If the repairs needed to bring a structure to its pre-damage condition cost 50% of the Actual Cash Value or more of its value (depreciated value not including the value of the land), the structure is considered "Substantially Damaged" and must be elevated or rebuilt to above flood levels. The City of Port Richey is responsible for assessing damages before repairs on all buildings in flood hazard areas as part of the floodplain management rules adopted per FEMA guidelines.
