Wyoming Coal Surges as U.S. Reverses Decline, but Exports Remain Minimal

Wyoming remains America's dominant coal producer, extracting 4.193 million short tons in the week ended April 11, 2026—far outpacing West Virginia's 1.544 million tons. Year-to-date production through mid-April reached 59.143 million short tons, a 5.3% increase from the same period last year, according to the U.S. Energy Information Administration.

The surge marks a historic reversal. After 15 years of annual 6% declines, U.S. coal demand is expected to increase 8% in 2026, driven by higher electricity demand and elevated natural gas prices. Wyoming's Powder River Basin, which once produced more than 400 million tons of thermal coal annually, has rebounded from recent lows of just over 200 million tons, with 2026 production forecast at 190 million short tons.

However, the narrative of export-driven growth does not reflect Wyoming's coal reality. In 2024, domestic electric power plants accounted for 97% of Wyoming Powder River Basin coal sales, with industrial consumers taking 2% and overseas exports representing just 1%. Export sales remain "at very low levels," according to a February 2026 Wyoming coal study, emphasizing that domestic coal-fired power plants will remain the primary market regardless of broader energy transitions.

The Powder River Basin spot price rose to $15 per short ton as of February 2026, a 5.6% year-over-year increase and above forecasts. Wyoming's Economic Analysis Division flagged above-expectation coal production as a positive for fiscal year 2026, though state revenues remain pressured by declining oil prices.
