U.S. Sanctions Xinbi Guarantee Over Alleged Support for Cyber Scam Operations

WASHINGTON – The United States imposed sanctions on Xinbi Guarantee, a Chinese-language online platform, and two entities accused of supporting its core operations. The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) announced the action on September 9, 2026. Thomas "Tommy" Pigott, Spokesman for the Office of the Spokesperson, stated the sanctions support efforts to address cybercrime, fraud, and predatory schemes against American citizens. He added that scam centers in Southeast Asia obtain billions of dollars from American victims each year. Authorities describe Xinbi Guarantee as an online marketplace. They state it supports cyber scams, fraud, money laundering, and other criminal activities. These activities, according to authorities, target Americans. The actions align with Executive Order (E.O.) 14390, titled "Combating Cybercrime, Fraud, and Predatory Schemes Against American Citizens." They also follow E.O. 13581, "Blocking Property of Transnational Criminal Organizations," as amended by E.O. 13863.
