WASHINGTON – The United States has imposed sanctions on 21 individuals and 25 entities reportedly connected to the Sinaloa Cartel. The announcement on September 29, 2026, cited cartel leader Ismael Zambada Sicairos, known as "Mayito Flaco," among those designated. The sanctions also target a network of individuals and organizations operating in Tijuana and Mexicali, including alleged cell leaders, financial facilitators, and Mexican officials.

These measures aim to disrupt the Sinaloa Cartel's infrastructure in Mexico and its alleged role in fentanyl trafficking, violence, and corruption. The U.S. government states these actions reflect a broader strategy to counter transnational criminal organizations.

Associates of the governor's former husband, a previous Mexicali public security director, and other political operatives reportedly accepted bribes to protect Sinaloa Cartel activities from law enforcement.

In conjunction with the sanctions, the Department of State's Narcotics Rewards Program is offering rewards for information leading to the arrest or conviction of specific cartel figures. The program offers up to $5 million for details on Tijuana plaza bosses Alfonso Arzate Garcia, known as "Aquiles," and Rene Arzate Garcia, known as "La Rana." A reward of up to $5 million is also available for information concerning Mexicali cartel leader Juan Jose Ponce Felix, referred to as "El Ruso."

These actions were taken under Executive Order (E.O.) 14059, which addresses the international proliferation of illicit drugs, and E.O. 13224, as amended by E.O. 13886, which targets terrorists and their supporters.
