In conjunction with the sanctions, the Department of State's Narcotics Rewards Program is offering rewards for information leading to the arrest or conviction of specific cartel figures. The program offers up to $5 million for details on Tijuana plaza bosses Alfonso Arzate Garcia, known as "Aquiles," and Rene Arzate Garcia, known as "La Rana." A reward of up to $5 million is also available for information concerning Mexicali cartel leader Juan Jose Ponce Felix, referred to as "El Ruso."

These actions were taken under Executive Order (E.O.) 14059, which addresses the international proliferation of illicit drugs, and E.O. 13224, as amended by E.O. 13886, which targets terrorists and their supporters.
