WASHINGTON – The United States government announced sanctions on an Ecuador-based network on August 20, 2026. This action targeted 15 individuals and entities and identified 10 Ecuador-based fishing vessels as blocked property. These measures address their involvement in trafficking cocaine from South America to Mexico. According to U.S. officials, the network transports thousands of kilograms of cocaine each month. This cocaine is reportedly destined for distribution within the United States. Officials stated these operations generate billions of dollars annually for cartels. The network has connections to several organizations. These include the Sinaloa Cartel and the Cártel de Jalisco Nueva Generación (CJNG), both designated as Foreign Terrorist Organizations (FTOs) by the U.S. government. Furthermore, the sanctioned network maintains ties to two Ecuador-based organizations, Los Choneros and Los Lobos, which the Department of State designated as FTOs in September 2025. U.S. officials state these actions aim to disrupt the collaboration between Ecuador's violent organizations and Mexican cartels. They also stated this collaboration has increased the flow of cocaine into the United States. The sanctions were issued under Executive Order (E.O.) 14059, which addresses the international proliferation of illicit drugs, and E.O. 13224, which targets terrorists and their supporters.
