WASHINGTON – The U.S. government implemented a new global visa restriction policy on July 23, 2026, aimed at individuals responsible for or complicit in cybercrime and cyber-enabled crime. The policy, enacted under Section 212(a)(3)(C) of the Immigration and Nationality Act, can also affect immediate family members of individuals engaged in these illicit activities. Officials cited online investment scams as having defrauded U.S. citizens of at least $10 billion in 2024. President Trump previously issued Executive Order 14390, titled "Combatting Cybercrime, Fraud, and Predatory Schemes Against American Citizens." This order outlined actions to address online investment scams. Officials stated that Chinese transnational criminal organizations often orchestrate these scams, which they also link to corruption, money laundering, and human trafficking.
