Secretary Rubio Details New Online Passport Application System, Redesigned Document

WASHINGTON – Secretary of State Marco Rubio outlined changes to the U.S. passport application process and presented a redesigned passport during President Trump's America.gov event on September 29, 2026. Rubio stated the new initiatives aim to simplify interactions between citizens and government services.
Beginning next year, individuals applying for a first-time U.S. passport will be able to complete the entire process online. Rubio demonstrated a digital application system, stating users can access government information securely via Login.gov. This system allows applicants to upload photos directly from devices or take new ones, with an option to preview the image on the finished passport. The digital checkout process includes secure payment, eliminating the need for printed forms, appointments, or in-person visits to obtain a passport.
Rubio stated that tracking capabilities for passport applications will also improve, providing estimated delivery dates. The goal is for the majority of Americans to apply for a passport or passport card via America.gov by the end of 2027.
The event also featured the unveiling of the 2028 U.S. passport, developed in collaboration with the National Design Studio. Rubio displayed the new document, noting alterations to its cover and internal pages. The words "United States of America" appear at the top, and the Great Seal is enlarged. Inside, the passport features an eagle graphic that appears to fly as pages are turned. The internal pages illustrate 250 years of American history, depicting scenes from Lexington to the Artemis splashdown. Rubio stated the redesigned passport is intended to be both secure and representative of American identity.
Rubio emphasized that the new passport will arrive in packaging designed to reflect its significance, moving away from current mailing methods. The State Department aims to implement the online application system in 2027, followed by the new passport in 2028.
