Philly Schools' $3B Master Plan Targets Modernization, Fewer Closures

Philadelphia School District Superintendent Tony Watlington announced 12 final changes to the Facilities Master Plan on Monday, raising the price tag from $2.8 billion to $3 billion over 10 years while increasing modernizations from 159 to 169 schools and reducing closures from 20 to 17.[4] The updated blueprint, dubbed 'Accelerating Opportunity,' commits $1 billion in district funds and seeks $1.8 billion more from public and philanthropic sources to transform aging infrastructure, eliminating all 85 buildings rated poor or unsatisfactory.[1][3] No changes will affect students or staff before the 2027-28 school year if adopted.[1] Key investments target educational equity: every middle school will offer Algebra I, PreK seats will double for incoming students, and Career and Technical Education expands with upgrades at three high schools and a new 5th-12th grade CTE hub at South Philadelphia High School.[1][2] New facilities include a 5th-12th grade Arts Academy at Benjamin Rush on the old Fels site, an Academy at Palumbo Middle School, a new Bodine Middle School, a Northeast comprehensive high school, and a year-round K-8 and 9-12 demonstration school.[1] The plan modernizes 159 facilities with HVAC upgrades, ADA improvements at 56 schools, and redesigned spaces for 21st-century learning.[2][3] Philadelphia School Board President scheduled a vote Thursday on a resolution to adopt the plan, though it's not the final approval.[4] Pushback came from Philadelphia Federation of Teachers President Arthur Steinberg, who warned of funding shortfalls creating 'educational deserts' in neighborhoods like the Northeast.[4] City Council aired concerns during a February hearing on the initial 20 closures, with attendance and achievement gains under Watlington cited as momentum for the overhaul.[5][7]
