PA Ditches RGGI in $50B Budget, Eyes New Clean Energy Push

HARRISBURG — Gov. Josh Shapiro signed Pennsylvania's $50.1 billion state budget Wednesday afternoon, formally ending the commonwealth's involvement in the Regional Greenhouse Gas Initiative (RGGI), a multi-state carbon cap-and-trade program that Republicans had long opposed.[1][2][4] The move broke a four-month budget stalemate, with Democrats yielding on RGGI to secure passage, despite six years of litigation and advocacy for the initiative aimed at reducing power plant emissions.[1][2] Shapiro vowed in signing remarks to pursue clean energy projects as replacements, amid criticism from Rep. Greg Vitali, D-Delaware County, who decried the backroom deal that ditched the program.[1]
The budget aligns with the PA Prosperity Plan, championed by Republicans like Rep. Rick O'Neal, which removes RGGI — labeled a 'carbon tax' — to unleash the energy sector, prevent tax hikes and boost economic growth.[4] Legislative Republicans had blocked other renewable policies, including Shapiro's proposed RGGI alternative, tying clean energy progress to the impasse.[2] Supporters argue the exit lowers energy bills for residents facing affordability crises, as highlighted in recent roundtables like Affordable Pennsylvania's 'Power to the People' event.[6]
Undeterred, the House Blue-Green Caucus unveiled a clean energy package April 13, including H.B. 1260 to spur growth with environmental safeguards, H.B. 2347 to empower the Pennsylvania Energy Development Authority for public-private funding, and H.B. 2374 for siting reforms ending renewable bans.[3] Additional bills target workforce: H.B. 894 by Rep. Joe Webster, D-Montgomery, creates veteran apprenticeships in sustainability, while H.B. 1580 mandates extreme heat protections.[3] Rep. Jennifer O'Mara's legislation modernizes the Energy Development Authority for municipal energy partnerships to cut costs and expand sustainable sources.[5]
