Ordinance No. 600 Takes Effect: Pinellas County Reshapes Development with New Zoning and Environmental Rules
Pinellas County property owners and businesses are operating under new rules for development and construction, as Ordinance No. 600, which dictates new zoning regulations and development guidelines, has been in full effect since July 1, 2024. The ordinance introduced a new permitting process for commercial construction projects exceeding 5,000 square feet, requiring environmental impact assessments.
The new regulations directly affect how commercial projects proceed, with a focus on environmental considerations and community input. The ordinance also allocates $2 million for infrastructure improvements directly related to increased development, specifically targeting road upgrades and public utility expansion.
A public hearing on the initial draft of Ordinance No. 600 took place on October 26, 2023. More than 75 residents provided feedback during this session. The final version of the ordinance incorporated amendments based on this community input, including increased green space requirements for new developments.
Compliance with Ordinance No. 600 became mandatory on January 1, 2024. The county provided a six-month grace period for existing projects already under review at that time, which concluded on July 1, 2024. To oversee compliance and future amendments, the ordinance established a new 'Community Development Review Board'. This board consists of seven appointed members.
