Hochul Unveils $3.75B Water Modernization Plan as NY Leads Climate Fight

Governor Kathy Hochul is doubling down on New York's environmental leadership with a record-breaking investment package that positions the state as a national climate action model. As part of her 2026 State of the State address, Hochul unveiled a bold five-year, $3.75 billion commitment to modernize water systems statewide, providing $750 million annually to deliver clean water while unlocking economic potential across communities from Buffalo to Brooklyn.[2]
The initiative builds on unprecedented state spending. Last fiscal year alone, New York delivered a record $3.8 billion in local water infrastructure investments.[2] Hochul's new proposal includes $500 million specifically focused on reducing water bills, combating flooding, restoring waterways, and replacing lead service lines to protect vulnerable populations—particularly children in underserved communities.[1] The state is also launching a pilot program providing financial assistance for private well owners to test and remediate wells impacted by emerging contaminants, and creating a new grant program to strengthen cybersecurity for water and wastewater systems.[1]
The environmental protection agenda extends beyond water infrastructure. Hochul is proposing a record $425 million for the Environmental Protection Fund to support forest protection, farmland preservation, local parks, and water quality initiatives.[2] The state will advance another round of the highly in-demand Green Resiliency Grant program, building on the success of the 2024 program which funded $60 million in transformative projects.[1] These nature-based infrastructure investments—including porous pavement, rain gardens, and stormwater retention systems—help municipalities replace hard surfaces with permeable landscapes that manage water where it falls and reduce neighborhood heat during extreme weather events.[2]
The comprehensive package also includes modernizing New York's State Superfund Program with new tools to accelerate cleanups and repurpose contaminated sites for productive uses such as manufacturing, clean energy, housing, and community redevelopment.[1] Hochul's Sustainable Future Program, enacted in the FY2026 Budget, represents the largest climate investment in New York's history, directing more than $450 million to reducing building emissions through energy-efficient retrofits and clean heating technologies like heat pumps.[3] Secretary of State Walter T. Mosley called the commitment transformative, saying it will "put shovels in the ground to advance transformative projects that will support public health, strengthen community resiliency and create green jobs for millions of New Yorkers."[1]
