Florida lawmakers advance budget conforming bills as spending negotiations near completion

Staff Writer
May 28, 2026

The Florida Legislature is fast-tracking a series of conforming bills to align state laws with the upcoming budget as negotiations on the state's general appropriations act enter their final stage.

According to the Florida Senate's bill actions page, multiple conference and conforming bills are moving through the legislative process in coordination with the finalization of the state budget. These measures are designed to ensure statutory language matches the spending priorities outlined in the appropriations legislation.

The conforming bills include adjustments to education funding formulas, transportation projects and health care spending, according to the Senate's tracking system. Such legislation typically becomes necessary when budget allocations require changes to existing state law or create new programs that need statutory authorization.

The flurry of legislative activity signals lawmakers are working to complete their work before the session concludes. Conference bills, which reconcile differences between House and Senate versions of legislation, are moving alongside the conforming measures as part of the final budget package.

Florida's budget process requires both chambers to agree on a general appropriations act before the legislative session can end. Conforming bills are a standard part of this process, ensuring that state agencies have the legal authority to spend funds as allocated in the budget.

The education funding adjustments address formulas that determine how money flows to school districts and higher education institutions. Transportation project changes likely involve funding allocations for road construction, maintenance and infrastructure improvements across the state. Health care spending modifications could affect programs including Medicaid and other state health initiatives.

Governor Ron DeSantis, a Republican, will ultimately need to sign the general appropriations act and any related conforming bills once they reach his desk. Florida's governor has line-item veto authority over budget provisions, allowing him to reject specific spending items while approving the overall budget.

The simultaneous movement of multiple bills reflects the complex choreography required to complete Florida's budget process. Lawmakers must coordinate passage of the main appropriations bill with supporting legislation that makes necessary changes to state statutes.

The Legislature's actions page shows the bills advancing through various stages of the legislative process as the session approaches its conclusion. Final passage of the budget and conforming bills will cap months of negotiations between legislative leaders, committee chairs and the governor's office over spending priorities for the upcoming fiscal year.
