Florida emergency officials boost hurricane preparedness efforts as coastal insurers reduce coverage

Staff Writer
May 28, 2026

The Florida Division of Emergency Management is expanding hurricane preparedness campaigns and revising local response plans as private insurance companies continue to pull back from coastal coverage, state officials said.

The intensified preparedness efforts come as insurers withdraw from the market and impose additional coverage restrictions along Florida's coastline, according to the state emergency management division. Officials are warning residents in areas vulnerable to flooding and storm surge that they must take additional steps to protect themselves ahead of hurricane season.

State emergency management officials are urging residents in flood-prone and surge-prone areas to review their evacuation routes and identify any gaps in their insurance coverage. The warnings reflect growing concerns about the state's vulnerability as insurance options diminish for coastal residents.

Florida remains one of the most disaster-prone states in the country, officials said. The combination of extensive coastline, dense coastal development, and frequent exposure to tropical storms and hurricanes makes emergency preparedness critical for millions of residents.

The Division of Emergency Management is working with local authorities to update response plans across the state. The revisions aim to ensure communities can effectively respond to hurricanes and other disasters even as the insurance landscape shifts.

The continued withdrawal of private insurers from Florida's coastal markets has left many homeowners with fewer options for coverage. Some insurance companies have completely exited the Florida market, while others have imposed stricter underwriting requirements or reduced the types of coverage available.

State officials did not specify when the updated local response plans would be completed or provide details about the scope of the preparedness campaigns. The Division of Emergency Management falls under the administration of Governor Ron DeSantis, a Republican.

The insurance industry's retreat from Florida's coast has been driven by mounting losses from hurricanes and other natural disasters, along with litigation costs and reinsurance expenses. The changes have forced many homeowners to seek coverage through the state-backed Citizens Property Insurance Corporation, the insurer of last resort.

Emergency management officials emphasized that residents should not wait until a storm threatens to review their preparedness plans. They urged Floridians to verify their insurance coverage, understand their evacuation zones, and prepare emergency supply kits well before hurricane season arrives.
