FDA Authorizes Modified Risk Tobacco Product Claim for Zyn Pouches

The Food and Drug Administration (FDA) has authorized Swedish Match, a Philip Morris International subsidiary, to market some Zyn nicotine pouches with claims indicating a modified risk compared to cigarettes. This authorization allows the company to state that using these specific Zyn products instead of cigarettes places users at a lower risk for certain health conditions.

The FDA's decision applies to six Zyn products: Chill, Citrus, Coffee, Menthol, Peppermint, and Spearmint varieties, all in strengths of 3 milligrams and 6 milligrams. The agency did not authorize modified risk claims for any other Zyn flavors or strengths.

Swedish Match submitted its application to the FDA for modified risk tobacco product (MRTP) authorization. The FDA's action means the agency found scientific evidence supported the company's claim that these specific nicotine pouches present less harm than cigarettes, particularly concerning oral cancer, heart disease, and lung disease. The agency also considered whether the marketing of these products would encourage new tobacco product use or increase overall tobacco use.

This authorization does not mean the FDA has endorsed these products as safe. The agency maintains that all tobacco products carry risks. However, the FDA concluded that permitting the modified risk claims for these specific Zyn products would be appropriate for public health, given the scientific evidence presented.

The agency's decision requires Swedish Match to conduct post-market surveillance and studies. These ongoing assessments will monitor the impact of these marketing claims on consumer behavior and public health. The FDA can withdraw its authorization if it determines the products no longer meet the modified risk criteria or if marketing adversely affects public health.
