This authorization means the manufacturer can communicate to consumers that these particular nicotine pouches present a reduced risk of disease or offer a health benefit compared to continuing to smoke combustible cigarettes.

Public health professionals have acknowledged that such products could assist current smokers in transitioning away from cigarettes. However, they have also communicated concerns that the marketing of these products could lead to nicotine addiction among young individuals who do not currently use nicotine products.
