Delaware Expands Free School Counseling to Combat Youth Mental Health Crisis

DOVER — The Delaware Department of Health and Social Services (DHSS) launched a comprehensive mental health initiative providing free counseling services in all 57 school districts, targeting the youth mental health crisis exacerbated by post-pandemic stressors. Announced recently, the program ensures every district from Wilmington to Georgetown has access to on-site counselors trained to address anxiety, depression and trauma. DHSS Division of Substance Abuse and Mental Health (DSAMH) leads the effort, integrating it with existing tools like the 24/7 Delaware Hope Line at 1-833-9-HOPEDE.

Complementing the school-based services, DHSS highlighted DTRN360, an innovative care coordination platform unveiled in March 2026 at Dover Behavioral Health System. Developed by DSAMH, DTRN360 links providers statewide for real-time data sharing across crisis centers, hospitals and community supports, streamlining care for youth transitioning between services. Leaders from DHSS, behavioral health providers and partners gathered to emphasize its role in improving outcomes for mental health and substance use disorders.

The initiative arrives amid legislative pushes to bolster Delaware's mental health infrastructure. In recent sessions, Senate Substitute 1 to Senate Bill 208, sponsored by Sen. Brian Pettyjohn of Georgetown, passed the Senate and advanced to the House, creating pathways for master's-level psychology clinicians to expand the workforce. Additional access points include public libraries turned mental health gateways since October 2025 and state employee resources like Meru Health's 12-week app-based therapy.

Families can connect via Delaware 2-1-1 for multilingual, 24/7 referrals or the 988 Suicide and Crisis Lifeline. Bridge Clinics offer in-person assessments, while specialized lines support LGBTQ+ youth through the Trevor Project at 866-488-7386. DHSS officials stress early intervention, noting the program's reach into rural Sussex County schools and urban New Castle District hubs to bridge care gaps.
