City Council to Consider Key Land Use Changes and Medical Clinic Conversion

Clearwater City Council is set to address several significant land use and development proposals at an upcoming meeting. Among the items on the agenda are requests for flexible development approvals for a new medical clinic on Turner Street in downtown Clearwater and a commercial dock on Island Way, alongside amendments to the city's Future Land Use Map and Zoning Atlas for a property on Pineapple Lane.

One notable item, ID#26-0400, involves a Flexible Development approval for the conversion of an existing building at 375 Turner Street into a medical clinic. The proposal seeks flexibility for reduced off-street parking and landscape buffers, based on a parking demand study and a Comprehensive Landscape Program. The building is within the Institutional (I) District and does not exceed 35 feet in height, with plans for 57 off-street parking spaces.

Another Level Two Application, ID#26-0401, requests Flexible Development approval for an existing 1,838 square foot commercial dock, including a new boat lift, accessory to 27-unit attached dwellings at 125 Island Way in the waterfront Island Estates neighborhood. This property is located within the High Density Residential Island Estates Neighborhood Conservation Overlay (HDR/IENCOD) and Preservation (P) Districts.

Additionally, the Council will review two Level Three Applications concerning 1399 Pineapple Lane. ID#26-0402 proposes an amendment to the city’s Future Land Use Map, changing it from Residential Low (RL) to Recreation/Open Space. Concurrently, ID#26-0403 seeks an amendment to the city’s Zoning Atlas, transitioning the property from the Residential Agriculture (R-A) district to the Open Space/Recreation (OS/R) district.
