Alabama Senate Adds Retiree Bonus to Teacher Pay Raise Bill

The Alabama Senate advanced a sweeping education package Wednesday that expands benefits for both active and retired educators, combining a statewide teacher pay raise with a one-time bonus for retirees in the Teachers' Retirement System. House Bill 239 provides a 2% salary increase for public school teachers, support staff, and community college employees beginning in the 2026-2027 fiscal year, funded by $100 million in the state's education budget.
In a last-minute move, Senate lawmakers attached a substitute amendment that adds a one-time retiree bonus calculated at $1 per month for every year of service. A teacher who worked 30 years would receive $360 under the formula. The payments are scheduled to begin in October 2026 and extend to beneficiaries already collecting retirees' monthly pensions, expanding the benefit beyond retirees alone. Senate leaders defended the addition as a mechanism to accelerate passage as the 2026 legislative session approaches its conclusion.
Governor Kay Ivey championed the teacher pay increase during her State of the State address, citing the need to support educators preparing Alabama's next generation. The governor's broader education agenda includes a $10.9 billion Fiscal Year 2027 Education Trust Fund that directs approximately $7.59 billion—about 72% of total funding—to K-12 education, with the remainder supporting higher education institutions.
The revised bill must return to the House for final approval before advancing to the governor's desk. Education officials emphasized that the combined package reflects Alabama's commitment to competitive educator compensation while supporting the state's retirement obligations. The measure also includes $180 million for the Public Education Employees' Health Insurance Plan, which provides coverage for education workers and retirees across the state.
