Mississippi Rolls Out $10M Tech Incentives for Rural Boom
JACKSON, Miss. -- The Mississippi Development Authority announced a $10 million package of tax credits and grants Thursday, targeting technology companies willing to establish operations in the state's rural areas. The incentives, initially reported by Mississippi Today, focus on attracting data centers, software developers and other high-tech enterprises to counties outside major metros like Jackson and the Gulf Coast. 'This is about spreading economic opportunity to every corner of Mississippi,' said Bill Cork, MDA Executive Director, echoing the agency's push amid a surge in tech interest.
The move follows blockbuster deals that have reshaped Mississippi's economic landscape. In January 2024, lawmakers approved a $259 million incentive package for Amazon Web Services' $10 billion hyperscale data centers in Madison County -- the largest capital investment in state history, with estimates now climbing toward $16 billion. Compass Datacenter secured similar tax exemptions for a $10 billion facility at the Meridian 1-20/59 Industrial Park in Lauderdale County, benefiting from a 500-megawatt power commitment by Mississippi Power and sales tax breaks on equipment. Amplify Cell Technologies added nearly $2 billion and 2,000 jobs averaging $66,000 annually in Marshall County for electric vehicle battery production.
Qualifying tech firms under the new program must meet thresholds like a $20 million minimum investment and 20 jobs paying 125% of the state average wage, securing a Sales and Use Tax Exemption for Data Center Enterprises. AVAIO recently won approval for such exemptions in the Jackson metro, with phase one operations slated for mid-2027; workforce training ramps up via Hinds and Holmes Community Colleges. The incentives outpace neighbors: Alabama requires $200 million minimums, while Louisiana demands 50 jobs.
MDA's strategy layers these credits atop existing tools like the Site Development Grant Program and a 30-year rolling state tax exemption, fueling what Cork calls 'Mississippi Momentum.' As data centers proliferate -- from AWS's 10-year income tax holiday to Compass's franchise tax breaks -- rural sites gain shovel-ready status and infrastructure upgrades, promising thousands of high-wage jobs.
