Caddell, who was appointed to the City Council in May 2023, has a long history of contributing to the community he and his wife, Tracy, have called home for 52 years.
Caddell's extensive career began after he moved to Florida at age ten, attending Pinellas County schools and graduating from Boca Ciega High School before continuing his education at St. Petersburg Junior College. He served as a police officer and detective for the St. Petersburg Police Department. Following his law enforcement career, Caddell spent 16 years as the Executive Director of Girls Incorporated of Pinellas, an organization focused on empowering young women.
In 2001, Caddell joined the City of Pinellas Park as Public Events Director. His responsibilities quickly expanded later that year to include media relations as the city's public information officer. By October 2001, he received a promotion to Assistant Community Activities Administrator. He then became Government Relations Administrator in March 2008, a role where he advocated for Pinellas Park residents at county and state levels. Caddell retired from the city in 2016 but continues his civic involvement as a volunteer on the Citizens Budget Advisory Committee.
Beyond his professional roles, Caddell has served on numerous local and state boards. These include the Florida Education and Employment Council for Women and Girls, the Board of Directors of Girls Inc. of Pinellas, 2-1-1 Tampa Bay Cares, Consumer Credit Counseling Service of the Suncoast, United Way, The Public Education Scholarship Foundation of Pinellas Park, Gasparilla Distance Classic Association, Pinellas Park/Gateway Chamber of Commerce, and the Clearwater Cascade Mobile Home Park Board of Directors. He also served on the City of Pinellas Park Board of Adjustment.
His commitment to public service has earned him several accolades, including the Pinellas Park/Gateway Chamber of Commerce Loyd Tingler Good Government Award, Citizen of the Year, the Pinellas Park Key to the City, the Gasparilla Distance Classic Running Shoe Award, and the Girls Incorporated Ethel Connolly Advocacy Award.
Residents can expect Councilman Caddell to continue his work on the City Council, drawing on his deep experience in both public safety and city administration to serve Pinellas Park.
