Connect Pima Our mission is to improve digital opportunities in Pima County by increasing access to affordable and reliable high-speed internet connections, digital skill-building offerings, and computing devices. In our increasingly digital world, access to the internet is essential, just like water, electricity, and transportation. We use the internet to apply for jobs, see the doctor, find where to vote, finish homework assignments, and keep in touch with loved ones. Each of these tasks are made easier by a fast, stable, and reliable connection, but not all people have equal access to the internet. Households with multiple people using devices at the same time – streaming a movie, attending an online meeting, using a gaming console – need higher-speed internet connections. However, the cost associated with this level of access may be burdensome for lower-income households.Data from the Federal Communications Commission (FCC) show large parts of our community, particularly rural areas, are below the FCC's minimum standards for broadband connection speeds: 100 Mbps download and 20 Mbps upload. Average internet subscription costs for this speed range between $45 and $100 per month. Connect Pima Strategic Plan The Connect Pima Strategic Plan removes barriers to engaging with digital opportunities by improving broadband infrastructure, connecting community members with low-cost internet plans and digital skill building classes, and increasing access to technology devices.  High-speed internet is more than a basic necessity according to a recent report from the National Association of Counties.  High-speed broadband creates options for families and accelerates economic growth in the community. 1. Improve broadband infrastructure Getting fast, reliable internet service to unserved and underserved communities takes groundwork. Without cables connecting them to the internet, many parts of Pima County rely on satellite or mobile data connections, which can be slow, spotty, and expensive. The first part of the Connect Pima Action Plan will help fix these problems. Short-term GoalUnderstand needs and develop strategies to successfully, equitably, and sustainably implement Pima County's fiber optic ring. Mid-term GoalBuild out physical and community infrastructure to provide sustainable and equitable access to affordable and reliable high-speed broadband. Long-term GoalAll individuals, households, and businesses, including rural and underserved areas throughout Pima County, will have reliable, affordable broadband access by 2030. 2. Implement digital & technical skill building initiatives UNESCO's Institute for Statistics describes digital literacy as “the ability to access, manage, understand, integrate, communicate, evaluate and create information safely and appropriately through digital technologies.” In other words, digital literacy refers to the skills needed to use computers and technology confidently, carefully, and effectively. The second aspect of the Connect Pima Action Plan empowers people with community resources that provide this type of skill-building and training. Short-term GoalEstablish networks and capacity to support community-based digital & technical skill building initiatives, digital hives/hubs, and digital navigators. Mid-term GoalDevelop a dynamic ecosystem of equitable and accessible digital skills training and support integrated with fundamental aspects of digital society. Long-term GoalFull continuum of affordable, accessible digital skills training that enables all county residents to safely and effectively use technology, participate in digital society, and achieve their goals and dreams. 3. Increase access to devices and tools Having fast, reliable internet and feeling comfortable using technology are both important, but so is access to the tools and devices to take full advantage of these skills. Connect Pima provides a roadmap for providing Pima County community members with these tools, both now and in the future. Short-term GoalEstablish networks and capacity to support outreach and access to devices and tools. Mid-term GoalTest and implement a suite of device and tools access models that are integrated with other digital needs. Long-term GoalEveryone in Pima County has affordable access to the devices and tools they need to participate and succeed in digital society. 4. Establish digital inclusion co-governance Community voice is integral for Connect Pima's success. Working together with local subject matter experts and constituents will ensure our digital inclusion efforts focus on the true needs of each unique community within Pima County. Short-term GoalEstablish relationship, policy, and funding infrastructure to design and execute co-governance for digital inclusion. Mid-term GoalPolicies and structures are put in place for co-governance of digital inclusion initiatives. Long-term GoalA sustainable co-governance model supports ongoing, dynamic, community-based response to addressing digital inclusion throughout Pima County.
