Pasco's Better Future Program Delivers New Home to Hurricane Victim Dawn Buley, Expands Aid

A Pasco County woman whose home was destroyed during the 2024 hurricane season received keys to a new manufactured home today through the Better Future Individual Housing Program. This milestone comes as Pasco County also announced expanded eligibility for the program, allowing more residents to apply for assistance.

Dawn Buley smiled as Pasco leaders handed her the keys, marking a new chapter in a safer, more secure home. Her previous residence was lost during the severe 2024 hurricane season, which included Hurricanes Idalia, Helene, and Milton.

The Better Future Individual Housing Program, managed by Pasco County’s Office of Disaster Recovery and Resources, now accepts applications from households with higher income thresholds. For example, a one-person household can now qualify with an income up to $96,360, and a four-person household can qualify with an income up to $137,640. These new limits are based on 120% of the Area Median Income (AMI), broadening the program's reach to more local families in need of home repair, rebuilding, or replacement.

The Better Future program provides critical assistance to homeowners whose properties suffered damage from Hurricanes Idalia, Helene, or Milton. Funding for the program comes from a federal grant awarded to Pasco County by the Department of Housing & Urban Development (HUD).
