Jay Collins | Executive Office of the Governor Skip to main content Lieutenant Governor Jay Collins August 12, 2025 – Present Lieutenant Governor (LG) Collins is a highly decorated Army Special Forces combat veteran who sustained a number of debilitating injuries that led to the loss of his leg. Remarkably, he continued to serve five additional years as a Green Beret post-amputation, ultimately retiring after more than 23 years of service. Following his military service, LG Collins took a position with Operation BBQ Relief, overseeing the distribution of millions of meals to Americans following natural disasters and helping veterans and their families by creating culinary delights together. Through his nonprofit work across the country, LG Collins heard the concerns of Americans. Americans who agree that they want their families to succeed, their children to have better lives than they did, and to improve the quality of life in their communities. With this in mind, the LG took the chance and answered the call to public service by running for Florida State Senate in District 14. During his tenure as a Florida State Senator, he distinguished himself through strategic leadership and legislative impact. As Chairman of the Agricultural and Transportation Committees, he championed infrastructure initiatives vital to Florida’s economic connections across tourism, agriculture, and supported our state’s farming industry by banning cultivated meats and protecting farmlands from criminal intent. LG Collins authored and passed over 55 pieces of legislation and secured more than $120 million in funding to uplift the Tampa Bay region, support Florida’s First Responders and Veterans, and invest in premier educational institutions. His proven record of results and vision for Florida’s future culminated in his appointment as the 21st Lieutenant Governor of the State of Florida.A committed family man, LG Collins is married to his wife of 25 years Layla, a retired Veteran with 20 years of service in her own right, and a father to two young sons, Gabe and Colt. Panama City Charter Review Process Reaches Major Milestone

Panama City's Charter Review Advisory Board has completed its comprehensive review and revision of the City Charter as of June 2026, marking a significant milestone in the effort to modernize the City's governing document. While the existing charter has remained compliant with state and federal laws, City leaders recognized that it no longer fully reflected Panama City's modern operations, growth, and long-term needs. The Charter Review Advisory Board, appointed by the City Commission in 2025, consisted of five members: Brandon Burg (Chairman), Ron Danzey, Cecile Scoon, Brandon Henderson-Hansenius, and JP Ferreira. Over the course of numerous public meetings, the board conducted an in-depth review of the charter, which had not been fully revised since 1963. The board examined the City's governmental structure, including the roles and relationships of the mayor, city commissioners, city manager, and other key offices, with the goal of creating a charter that better aligns with Panama City's present-day operations and future vision. Throughout the review process, residents were encouraged to participate by attending meetings, submitting comments, and sharing suggestions. Public input played an important role in shaping the board's discussions and recommendations. Board Completes Mission Following months of research, deliberation, and public engagement, the Charter Review Advisory Board has fulfilled its responsibilities under Resolution 202550708.1 and finalized its recommended revisions to the City Charter. In addition to updating outdated language and organizational provisions, the board carefully evaluated which matters should remain within the charter and which are more appropriately addressed through City ordinances and policy decisions. As part of its work, the board reviewed municipal charters from across Florida while considering Panama City's unique history, governance structure, and community needs. The result is a proposed charter designed to provide a clear and effective framework for local government in the years ahead. Next Steps The Panama City Commission voted unanimously to place the proposed Charter amendments on the ballot following its review of the Charter Review Advisory Board's recommendations. The next step in the Charter review process is for Panama City voters to consider these proposed amendments at the upcoming General Election The proposed amendments fall into three primary categories: Government Structure and Elections: Modernizing the City's governance by extending the Mayor's term from two years to four years, clarifying qualifications for elected officials, aligning municipal elections with state and federal election cycles, updating the election process for competitive races, and renaming the City Clerk-Collector position to City Comptroller. Administration and Operations: Improving the efficiency and accountability of City government by updating the responsibilities of Charter officers, authorizing the City Manager to appoint a lead administrator for police and fire services, establishing provisions for acting Charter officers, extending the timeframe for filling Commission vacancies, and refining procedural requirements. Charter Modernization and Compliance: Updating the Charter to remove obsolete provisions that have been superseded by state or federal law, ensuring compliance with current anti-discrimination laws, improving clarity through non-substantive language revisions, and requiring a comprehensive Charter review every 10 years to keep the document current. By casting their ballots, residents will determine whether these updates become part of the City's governing document and help shape the future of Panama City's government. Parks and Recreation Advisory Committee

The City of Panama City’s Parks and Recreation Advisory Committee was created to provide focused advice and community‑driven recommendations to the Panama City Commission about the city’s parks and recreational spaces. Its purpose is not to manage parks directly, but to advise elected officials on priorities, improvements and strategic decisions related to the city’s park system. To gather community input regarding parks under consideration for potential consolidation, the Committee hosted a series of Town Halls throughout January 2026. If you were unable to attend, you're welcome to take the following surveys to share your feedback. City Clerk - Treasurer

The City Clerk-Treasurer is appointed by and serves at the will of the Mayor and City Commission. In this capacity, the City Clerk-Treasurer is responsible for directing the City Clerk’s Office, the Accounting Division and the Utility Billing Division of the City. Responsibilities Article XIII. of the Charter, entitled “City Clerk and Collector”: Section 124 provides that the City Clerk-Treasurer shall issue all warrants for payment, receive and collect all money belonging to the City and keep an accurate account of all receipts, disbursements, assets and liabilities of the City. Section 127 provides that no contract, agreement, or other obligation involving the expenditure of money shall be entered into, nor shall any ordinance, resolution or order for the expenditure of money be passed by the City Commission or be authorized by any officer of the City unless the City Clerk-Treasurer first certifies to the City Commission or the proper officer that the money required for such endeavor is in the treasury to the credit of the fund from which they are to be drawn and are not appropriated for any other purpose. The City Clerk-Treasurer attends City Commission meetings, coordinates agenda preparation, and keeps minutes of those meetings. The City Clerk-Treasurer is also the custodian of the City seal and of all official City documents pertaining to the city's affairs. The City Clerk-Treasurer serves as the liaison for multiple citizen advisory boards, maintains board memberships and terms, oversees the application process to the various boards and presents vacancies to the City Commission for appointments.
